…ntime - manifest-schema.toml: add [enforced] section as single source of truth for required fields, description length, and tag bounds; load it in validate_skill.py with hardcoded fallback defaults (never relaxes validation) - tools/package_skill.py + tests/test_package_skill.py: packaging and checksum - ci.yml: install via pip install -e '.[dev]' and add packaging smoke check - pyproject: bump requires-python to >=3.11 for tomllib, add dev extras; keep ruff target-version at py39 so the skill corpus lints clean - fix import sorting in validate_skill.py
