GAM support as ad serving partner #95

Description

Decide what “GAM support as an ad serving partner” requires beyond Trusted Server's existing GPT browser handoff. Trusted Server can place server-side auction results into publisher-owned GPT slots, but the current integration guide says it does not ship a direct Google Ad Manager integration or [integrations.gam] configuration. The original issue body only asked for follow-up tickets and did not define the missing capability.

Proposed scope

• Identify the desired publisher workflow: use the existing GPT slot handoff, add a direct GAM API path, support setup/reporting, or another specific capability.
• Map the gap against the current GAM integration status, including required publisher setup and test evidence.
• Specify any new API, configuration, authorization, and operational work before implementation.

Done when

• A reviewed scope says which GAM workflow is required and which existing Trusted Server behavior already covers it.
• If new support is needed, the agreed flow is validated end to end and documented with success and failure cases, or split into bounded implementation tickets.
• If the existing GPT handoff satisfies the request, close this issue with evidence instead of retaining an undefined integration ticket.
