fix(ci): Drop Ruby 3.2 and bump Bundler to 4.0.23 - #133

Ruby 3.2 is EOL and rb-sys's bindgen step fails against its headers
("unknown type name 'bool'"). Bundler 2.6.9 references
Pathname::SEPARATOR_PAT, which ruby-head removed, so bundle install
crashes there.

mainhas failed CI since July on two jobs, so every PR inherits the failures (for example fix: Bump the bundler-dependencies group with 2 updates #131).rb-sysbuild fails against the Ruby 3.2.11 headers (unknown type name 'bool'). Ruby 3.2 reached end of life in March 2026, so this removes it from the test matrix and raisesrequired_ruby_versionto>= 3.3.0.Pathname::SEPARATOR_PAT. ruby-head removed that constant, sobundle installcrashes. This movesBUNDLED WITHto Bundler 4.0.23, the latest stable release, which doesn't use it.
