What changed in this PR
Updates the pinned oneTBB dependency used by the open-source LLVM SYCL build workflow from 2023.1.0 to 2023.2.0.
Changes:
- Updates the oneTBB download URL, installation directory, and archive filename consistently.
- Leaves the driver and oclcpuexp pins unchanged; nightly compiler discovery is unaffected.
