feat: let failure analysis use status db - #3598

The cluster-management status databases are now uploaded with the testrun files, but the CI failure-analysis agent didn't know about them. List the databases in the analysis prompts together with a ready-made query of the overview view, and allow the sqlite3 command in the agent's allowed tools.
