Removes the Compat dependency (stack is available in all supported Julia versions), moves test dependencies into a test/Project.toml workspace project, and bumps the version to 1.74.2.

This re-submits 03ff6dd, which was accidentally pushed directly to main and has since been reverted in 68d8bf5. Compared to that commit, test/Project.toml now correctly lists ChainRules (instead of ChainRulesCore) under [sources] with path = "..", and adds ChainRules to [deps].
