Adds README.zh-CN.md, a Simplified Chinese translation of README.md, and a language link at the top of both files.

The Julia code blocks are copied verbatim from the English README, so the examples and their output stay identical; only the prose is translated. The Chinese file states that the English original takes precedence. No source, docs build, or CI configuration is changed.

If you'd rather not carry a translated README, or would prefer it to live under docs/, I'm happy to adjust or close this.

Given the widespread availability of online translation (even integrated in webbrowsers) I (as a non-native English speaker) don't see a need for a translated README currently. The duplication would also likely lead to inconsistent information and I don't think any of the active maintainers is able to check the correctness of the translation.
