utf8proc_normalize_utf32 treats VT (0x0B) and FF (0x0C) like a newline and turns HT (0x09) into a space, but the docs said HT and FF.

The STRIPCC comment in utf8proc.h says HT and FF are treated as an NLF sequence, but utf8proc_normalize_utf32 treats VT (0x0B) and FF (0x0C) that way and turns HT into a space. This updates the comment to match the code and fixes the typo convers in the same comment. Documentation only, no code change.
