The library formats the commitment with %.2f (savingsplans/client.go:235), so a positive HourlyCommitment below 0.005 passes the CLI precondition (HourlyCommitment > 0) but is sent to CreateSavingsPlan as "0.00". The precondition should reject commitments that round to 0.00. Found while reviewing #2160.
