Closes #1326
Closes #2228

Summary

This PR adds tests for the --input-csv real-purchase path and for CSV-replay idempotency, covering RDS and ElastiCache. Writing them uncovered a money bug, fixed here as a separate commit.

Bug (#2228): replaying a CSV purchase run bought the same ElastiCache reservation again.

  • parseCSVRecord (cmd/multi_service_csv.go) never set Provider on the recommendations it built.
  • The shared duplicate check adds the elasticache: engine prefix only for ProviderAWS recommendations. Existing reservations do carry ProviderAWS, so their keys never matched the CSV recommendation's key.
  • RDS and the other services were unaffected.
  • The fix stamps Provider: common.ProviderAWS. Every service the CSV path supports is AWS.

Related change: with Provider now set, EffectiveRegion can read Details.Region on a CSV Savings Plan row. So --include-regions and --exclude-regions now match such a row on its plan region, the same as the main path does (#1582). --regions is still not applied to CSV Savings Plans. Both are pinned by TestApplyFilters_SavingsPlansIncludeRegionsCSVMode and recorded in CHANGELOG.md.

Commits

  1. test(cli): cover the CSV real-purchase path and replay idempotency for RDS and ElastiCache
    • New cmd/csv_real_purchase_test.go, plus 3 lines of request recording in the shared fixture stub. No production change.
    • The tests enter at runCSVPurchases with recommendations built by loadRecommendationsFromCSV, and use a stub transport (*http.Client, anonymous credentials, deny endpoint) with no Purchase operation in the default fixtures.
    • Asserted:
      • the report's CommitmentID is the ID the stub returned, which differs from the request ID;
      • the purchase request carries the offering ID and count;
      • the number of purchase calls equals the number of successful rows, and exactly the expected six operations run;
      • a failed ElastiCache purchase carries the stub's error text;
      • the audit log has one row per purchase.
    • Replay cases:
      • matching reservations suppress the repurchase, checked with a log assertion and by confirming run 2 writes no report and no audit row;
      • a non-matching reservation class buys again;
      • a failing Describe call refuses to purchase.
    • A tripwire test fails if any default fixture ever answers a Purchase operation.
  2. fix(csv): stamp AWS as the provider on --input-csv recommendations
    • The one-line parser fix, a parser test, the replay test asserting zero repeat ElastiCache purchases, the CSV region-filter test, the corrected filter comment and the CHANGELOG entry.
    • savings_plan_purchase_test.go:399 had pinned the old empty Provider. It now asserts ProviderAWS.

Safety

No test can reach a real AWS purchase API:

  • Every request goes to the fixture stub, and an unknown operation fails the test.
  • Credentials are anonymous and the deny endpoint is in place.
  • runToolFromCSV is never called with ActualPurchase=true.
  • purchasecfg.NewConfig keeps the injected transport only for an *http.Client, so the tests assert that type.
  • 0 off-host CONNECTs were recorded behind a logging proxy.

No real purchases were made.

Evidence (local, macOS, GOTOOLCHAIN=go1.26.9, fixture-based)

  • Fail before, pass after: an independent reviewer took the fix commit's tests together with commit 1's parser, in a scratch copy. Under that parser, TestCSVReplay_SecondRunBuysNothing (matching-RIs case) and TestLoadRecommendationsFromCSV_StampsAWSProvider fail. With the parser line reverted, the region-filter test's include and exclude cases fail.
  • Mutation probes: each of these made the suite fail:
    • ignoring the response ID;
    • forcing a dry run;
    • dropping executePurchase;
    • blanking result.Error;
    • making the duplicate check a no-op;
    • a 48-hour-old replay reservation;
    • a malformed replay Describe fixture;
    • removing CallerAccountID;
    • adding a Purchase default fixture;
    • clamping Count;
    • changing the audit status (the last two run by the reviewer).
  • Checks:
    • make build, go vet ./... and go test -race ./cmd/ pass on the rebased tree (1477 passed, reviewer run).
    • golangci-lint v2.10.1 reports 0 issues.
    • scripts/test-git-secrets-allowlist.sh passes 44/44.
  • Review:
    • The plan had two adversarial passes by an independent reviewer (sonnet, high). That review settled ID uniqueness, the caller account, the type assertion, the no-report check and the negative control.
    • A fresh non-author reviewer then did two passes on the diff. They confirmed the fix(csv): --input-csv replay re-buys ElastiCache because CSV recs have no Provider #2228 root cause at file:line and flagged the Savings Plan region effect, which is now documented and tested.
    • The final confirmation found no actionable findings at d6c7373.

Coordination: IAmJSD's open #2203 edits the CSV writer side of cmd/multi_service_csv.go. This PR changes one line in parseCSVRecord only.

Follow-up: OpenSearch, MemoryDB and Redshift real-purchase coverage is not included here.

Summary by CodeRabbit

  • Bug Fixes
    • Replaying or retrying CSV-based purchases no longer purchases already-held ElastiCache or MemoryDB reservations again.
    • CSV-loaded MemoryDB recommendations now retain the engine details needed for purchase handling.
    • Region include and exclude filters now use the region listed on CSV Savings Plans. The general --regions filter remains unapplied to CSV Savings Plans.
    • CSV-based purchases now correctly identify recommendations as AWS offerings.

Full details: Linked Issues check

Explanation

The PR satisfies #1326 and #2228. cmd/csv_real_purchase_test.go drives runCSVPurchases with the real-purchase flag disabled for dry-run mode, records actual fixture purchase operations, checks returned CommitmentID values, offering IDs, counts, success and error fields, audit rows, and replay behavior. The tests cover RDS and ElastiCache and add MemoryDB coverage. parseCSVRecord sets common.ProviderAWS, and the replay test verifies that matching ElastiCache reservations are not purchased again. The Savings Plan filter test verifies --include-regions and --exclude-regions use the plan region while --regions remains unapplied in CSV mode.

Full details: Out of Scope Changes check

Explanation

The changes stay within the linked issue scope. Fixture request recording supports purchase-call assertions. MemoryDB details and tests provide the optional service parity described by #1326 and address the same CSV deduplication pattern. Filter comments, the Savings Plan regression test, the provider expectation update, and the changelog entry document or verify behavior caused by the #2228 fix. No unrelated production feature is introduced.

Independent review: BLOCKING at d6c7373 (claude-cc-reviewer)

The ElastiCache fix is correct. Root cause: parseCSVRecord (cmd/multi_service_csv.go:165) left Provider empty, and dedupeEngine (recfilter dedupe.go:131-137) adds the elasticache: prefix only for ProviderAWS, so CSV keys never matched existing reservations.

Blocking: MemoryDB still re-buys on a CSV replay. The reviewer ran the real CSV loader plus the real DuplicateChecker per service:

Service rec key engine / existing key engine Result
rds postgresql / postgresql suppressed
elasticache elasticache:redis / elasticache:redis suppressed (this fix)
ec2, opensearch, redshift "" / "" suppressed
memorydb "" / "redis" bought again

csvDetails (cmd/multi_service_csv_details.go:48-75) has no ServiceMemoryDB case, so MemoryDB rows load with nil Details and an empty engine key. The main path sets CacheDetails{Engine:"redis"} (providers/aws parser_services.go:259), and existing MemoryDB commitments carry Engine "redis" (memorydb/client.go:96,270). MemoryDB purchases need no Details, and validatePurchasePreconditions guards only EC2 and SP, so the row is bought. The body's "other services unaffected" doesn't hold for MemoryDB.

Fix needed: add a MemoryDB case to csvDetails (or stamp CacheDetails{Engine:"redis"}), plus a replay test for MemoryDB through the real-purchase path.

Verified good:

  • The duplicate check fails closed (checkDuplicatesForCSVRegion refuses on error when not dry-run).
  • The non-CSV path is unchanged.
  • The real-purchase test drives runCSVPurchases and the real clients against the stub, with exact per-operation request counts.
  • Fail-before: without the Provider fix, ElastiCache purchases happen 2 times instead of 1.
  • go test -race ./cmd/... passes 1482.

Non-blocking:

  • Dedupe only looks back IdempotencyWindowHours (default 24h).
  • Savings Plans CSV rows have an empty Region versus the existing plan's region. This may be a pre-existing mismatch and was not verified.

Delta review: CLEAN at ea98e59 (the blocking MemoryDB finding is fixed)

Same independent reviewer, delta d6c73738..ea98e590 only. csvDetails now handles ServiceMemoryDB (cmd/multi_service_csv_details.go:63), and the dedupe key engine is redis, matching existing MemoryDB commitments (no elasticache: prefix).

Per-service replay check (real CSV loader plus real DuplicateChecker):

Service Result
rds, elasticache, ec2, opensearch, redshift suppressed
memorydb (Engine=redis, as the writer emits) suppressed (bought again at d6c7373)
savings plans not probed; unchanged
  • TestCSVReplay_MemoryDB drives the real MemoryDB client to the stub. Run 1 sends 1 PurchaseReservedNodesOffering, the replay sends 0 new, and the log shows → 0 instances. Fail-before: with csvDetails reverted, the replay sends 2 purchases, and TestLoadRecommendationsFromCSV_KeepsMemoryDBEngine fails (Details nil).
  • Existing tests are unchanged, apart from the newCSVPurchaseEnvFor refactor, which keeps the same fixtures and counts.
  • go vet ./cmd/... is clean. go test -race -count=1 ./cmd/... and -race -count=5 -shuffle=on -run CSV pass.

Non-blocking (follow-up #2232): a hand-written or stripped CSV with a blank MemoryDB engine still fails open. The writer always emits redis, so this is low likelihood.

Merge waits on CI being green at this head. (claude-cc-reviewer)

…r RDS and ElastiCache

Drive runCSVPurchases with isDryRun=false through the offline AWS fixture
stub (anonymous credentials, never delegates, unknown operations fail the
test). Nothing reaches a real Purchase API and runToolFromCSV is never
called with ActualPurchase=true.

Covers: report CommitmentID equals the id AWS returned (the fixture id
differs from the request id), purchase requests carry the offering id and
count, Purchase calls match Success=true rows, a failed purchase carries
the service error text, the audit log has one row per purchase, and a
second run with the bought RIs visible buys nothing for RDS (with a
non-matching-RI control and a fail-closed variant).

The aws fixture stub now records request forms per operation.

Known gap pinned in the replay test: CSV rows carry no Provider, so the
ElastiCache duplicate key lacks the elasticache: engine prefix and the
second run buys ElastiCache again. Flip cacheBuys to 0 when fixed.

Refs #1326

Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>
parseCSVRecord in cmd/multi_service_csv.go left Recommendation.Provider
empty. The shared duplicate check adds the "elasticache:" engine prefix to
its key only for ProviderAWS, so a CSV ElastiCache row never matched the
node bought by an earlier run and a replay bought it again. RDS was not
affected because its key has no prefix.

Set Provider to AWS where the row is built. The replay test now expects the
second run to buy nothing for ElastiCache as well, and a parser test pins
the provider. The Savings Plan round-trip test asserted the old empty
provider; it now asserts AWS and the purchase flow is unchanged.

One side effect: a CSV Savings Plan row with an empty Region is now matched
by --include-regions and --exclude-regions on its plan region
(Details.Region, via EffectiveRegion), as on the main path (#1582). Before it
was matched on the empty string, so an included region dropped it and an
excluded one leaked it. --regions is still not applied to CSV Savings Plans.

csvDetails had no MemoryDB case, so MemoryDB CSV rows loaded with nil
Details and an empty duplicate-check engine, which never matched an
existing node's "redis". An --input-csv replay re-bought them. Build
CacheDetails from the CSV engine column, as for ElastiCache, and cover
run and replay through the real MemoryDB client against the stub.

Rebased onto main to resolve a conflict; the new head is b10bbe8. Only CHANGELOG.md conflicted: main's --min-savings-pct (#2161) entry and this PR's #2228 entry sit at the same spot, and both are kept, with the MemoryDB wording intact.

The effective diff against main excluding CHANGELOG.md has the same patch-id as the reviewed ea98e59 (4819b568…), so the code and tests are byte-identical. The CLEAN verdict and the delta verdict therefore carry over.

After the rebase: go test -race ./cmd/... passes 1487, -race -count=3 -shuffle=on -run CSV passes 540, and golangci-lint reports 0 issues. Merge waits on CI at this head. (claude-cc-reviewer)

MemoryDB reservations are engine-agnostic for purchase and the inventory
reports every node as "redis", so a CSV row with engine valkey or blank
missed the dedupe key and a replay re-bought it. Always use the client's
ReservedNodeEngine for MemoryDB CSV rows (CodeRabbit thread on #2230,
follow-up for cli#2232).

Delta review verdict: CLEAN at c3644f5

Reviewer: fresh Claude agent (Sonnet, high effort), not the author, cold brief. Scope: git diff b10bbe8d c3644f54. The full diff was already CLEAN at b10bbe8. Coordinator: claude-cc-reviewer.

Blocking findings: none. This resolves CodeRabbit thread 4296996554.

Checked against the pinned cloud-commitments-go providers/aws (go.mod:86), services/memorydb/client.go:

  • The engine never reaches AWS.
    • The offering lookup uses only NodeType, OfferingType and Duration (:299, :327-333).
    • The purchase request carries only the offering ID, reservation ID, count and tags (:162-167).
    • So normalising the CSV engine to "redis" can't buy a different offering.
  • Existing reservations are also keyed as "redis".
    • They are read at :82-96 with Engine: ReservedNodeEngine hard-set (:268-270), because DescribeReservedNodes returns no engine.
    • The dedupe key (pkg recfilter/dedupe.go:131-140) then matches the normalised row, so a replay buys nothing.
  • Ordering: the MemoryDB branch (cmd/multi_service_csv_details.go:53-58) runs before the blank-engine return. ElastiCache still uses the CSV engine (:70).
  • CHANGELOG: the wording matches the code.

What was attacked and how (AWS_CONFIG_FILE=/dev/null, GOTOOLCHAIN=go1.26.9, no purchases):

  • go vet ./cmd/... is clean. go test -race -count=1 ./cmd/... passes 1491.
  • Fail-before: with csvDetails reverted to b10bbe8, the valkey and blank subtests of TestCSVReplay_MemoryDB fail, and so does TestLoadRecommendationsFromCSV_MemoryDBEngineIsCanonical.
  • Mutation probes:
    • "Normalise only when blank": killed.
    • "Also normalise ElastiCache": survived. This is a test gap, not a blocker. A follow-up test would be an ElastiCache valkey row that must keep valkey.

Gate:

  • CI is green at c3644f5, and mergeability is CLEAN.
  • CodeRabbit acknowledged the fix, with no unresolved threads.
  • Labels were mirrored earlier.

* fix(cmd): show the RI propagation hint only after an RI purchase succeeds

A run where only Savings Plans succeeded still printed "Allow up to 15

main fails. The shared env helper now requires the sentinel when the test
