Closes #2237

Summary

Account filters matched account names by substring. So --include-accounts dev also selected devops-prod, and a purchase run could buy in accounts the operator never named.

  • Both flags now match exactly. --include-accounts and --exclude-accounts compare the account name or the account ID after trimming and folding case. An empty value or filter never matches.
  • Ambiguous excludes are refused. Making excludes exact would otherwise widen what gets bought: a run with --exclude-accounts prod that skipped every prod-* account would start buying in prod-eu. So an exclude value that matches no account exactly, but is part of one or more resolved account names, now fails the run before anything is bought. The error names the accounts it partly matched:
--exclude-accounts "prod" matches no account exactly but is part of "prod-eu", "prod-us"; list the full account names to exclude

The owner decision on this question timed out, so this takes its safe default: exact matching on both flags, plus refusal of ambiguous excludes.
  • Where the check runs:
    • Live path: once, after the regional fan-out (fetchAllRecs, cmd/multi_service_helpers.go), against every account the run resolved. AccountAliasCache.knownAccounts() supplies that list, and it includes accounts the filters later drop. Each batch still runs only the unresolved-name check from fix(cmd): fail the run when an account name cannot be resolved for an account filter #2199.
    • CSV path: through requireResolvedAccountNames, which already sees the whole set.
  • Docs and help: the flag help, docs/cli/README.md, docs/cli/filtering.md (now with a full-name example and the new error) and CHANGELOG.md describe the new behaviour. Anyone who relied on substring matching must now list full names.
  • Unchanged: cmd/multi_service.go, which open PRs fix(cli): only print "CSV report written to" after a complete CSV write #2203 and fix(cli): classify errored provider purchase results as failures #2204 touch.

Known limit: an exact exclude for an account that has no recommendations anywhere in the run, alongside a similarly named account that does, still errors. That fails loudly, so it is safe, and the CSV path behaves the same.

Evidence (local, macOS, GOTOOLCHAIN=go1.26.9, fixture-based)

  • Fail before, pass after:
    • On origin/main, TestShouldIncludeAccountIDOrNameExactMatch fails on dev vs devops-prod (include and exclude) and on the whitespace cases.
    • On the first exact-match commit, TestRequireExactExcludes fails on the partial-exclude cases.
    • On the per-batch version, TestFetchAllRecs_ExcludeAccountsExactInAnotherBatchIsNotAmbiguous (prod in us-east-1, prod-eu in eu-central-2, exclude prod) fails with the false-positive error.
    • All of these pass now.
  • Mutation probes (reviewer):
    • Swapping EqualFold for Contains fails 4 subtests.
    • Dropping TrimSpace fails 2.
    • Checking the kept recs instead of knownAccounts() fails the two-batch test.
  • Checks:
    • make build, go vet ./... and go test -race ./cmd/... pass.
    • golangci-lint v2.10.1 (the CI pin) reports 0 issues.
    • scripts/test-git-secrets-allowlist.sh passes 44/44, and .gitallowed is unchanged.
  • Review: an independent non-author reviewer (sonnet, high) did three rounds.
    • Round 1 flagged that the exclude side was narrowing. That led to the owner question and the refusal.
    • Round 2 found a per-batch false positive, now fixed by the single post-fan-out check, plus a dead call and the docs gaps.
    • The final round found no actionable findings at b0fe72a.

Summary by CodeRabbit

  • Account Filtering
    • Account inclusion and exclusion now match complete account names or IDs, ignoring case and surrounding whitespace. Partial names no longer select accounts.
    • An exclusion that partially matches account names but matches no account exactly now stops the run and identifies the affected accounts. Exclusions that match no account remain ignored.
  • Documentation
    • Updated command-line help and filtering guidance to explain exact matching and partial-exclusion errors.

--include-accounts dev also selected an account named devops-prod, so a
purchase run could buy in accounts the operator did not name. Filter
values now match the account name or ID exactly, case-insensitively,
after trimming whitespace, for both include and exclude.

An --exclude-accounts value that matches no account exactly but is part
of account names now stops the run, naming those accounts, instead of
being applied as a substring; a value matching nothing is a no-op. The
live path checks once after all batches are fetched, against every
account seen in any batch; the --input-csv path checks inside
requireResolvedAccountNames. Both run before anything is bought.

Behavior change: anyone relying on substring matching must list full
names or IDs.

Independent review verdict: BLOCKING at b0fe72a (missing test only)

Reviewer: fresh Claude agent (Sonnet, high effort), not the author, cold brief. The PR body was treated as a claim. Coordinator: claude-cc-reviewer.

Blocking (gate: regression test)

  1. Nothing tests that the live path refuses an ambiguous exclude.
    • The gap: you can delete the requireExactExcludes(accountCache.knownAccounts(), &cfg) check in fetchAllRecs (cmd/multi_service_helpers.go:955) and go test ./cmd/... still passes. The only fetchAllRecs test (TestFetchAllRecs_ExcludeAccountsExactInAnotherBatchIsNotAmbiguous) covers just the no-error case.
    • Why it matters: the live multi-service run is the main purchase path, and this check is the PR's headline safety claim.
    • The behaviour itself is right. A throwaway -race test with accounts prod-us and prod-eu gave:
      • --exclude-accounts prod: 0 recs, plus an error naming both accounts;
      • PROD-US: 1 rec and no error;
      • prod-us,prod: an error.
    • Fix: add a fetchAllRecs test for the ambiguous case that asserts the error and that no recs come back.

What was verified

  • Ordering:
    • Live: runToolMultiService calls fetchAllRecs (multi_service.go:192), so the check runs before exitOnFetchError, scoreLimitAndDisplay and runPurchaseAndReport (:205). Nothing is bought inside fetch, and dry run and purchase share this path.
    • CSV: requireFilterInputs (:918) calls requireResolvedAccountNames (:960), which runs before applyFilters and runCSVPurchases.
  • knownAccounts(): GetAccountAlias fills it for every rec account before filtering, so it includes accounts the filters drop. The fan-out is sequential and the read is under RLock, so -race is clean.
  • Matching: IDs compare as strings, so leading zeros are fine. Lists are trimmed, an empty value never matches, and NBSP is trimmed.
  • Callers: shouldIncludeAccountIDOrName is called only from applyFilters (filters.go:108). The Azure and GCP paths don't use these filters.
  • Other checks: docs, flag help and CHANGELOG match the behaviour. The old matcher was replaced in place, so nothing is duplicated.

Non-blocking notes

  • An exact match turns off the ambiguity check.
    • With accounts prod and prod-eu, --exclude-accounts prod now excludes only prod and buys in prod-eu. The old substring rule excluded both.
    • That is the stated exact-match design, and CHANGELOG mentions it. But partialOnlyMatches (multi_service_filters.go:253-258) skips the check once any exact match exists, so the change passes silently. A warning would help.
  • A partial --include-accounts now selects nothing.
    • That is fail-safe, but the only signal is the generic "No recommendations after applying filters".
    • A hint that the include matched no account would help.
  • CodeRabbit left one minor inline comment, not yet addressed (multi_service_filters.go:217): a filter value that is only whitespace counts as a name filter. This fails safe.
  • Two legacy paths skip the check: processService and processRegionRecommendations have no callers outside tests.

What was attacked and how

  • GOTOOLCHAIN=go1.26.9 go test -race ./cmd/... -count=1: ok. go vet ./...: clean. All CI checks pass, including Lint.
  • Mutation probes, each reverted:
    • EqualFold changed to Contains: fails.
    • TrimSpace dropped in the matcher: fails.
    • TrimSpace dropped in partialOnlyMatches: fails.
    • The ambiguity check skipped: fails.
    • The CSV exact check dropped: fails.
    • The check run on kept recs instead of knownAccounts(): fails.
    • The fetchAllRecs call removed: passes. This is the blocking finding.
  • New tests against origin/main's implementation: 4 subtests of TestShouldIncludeAccountIDOrNameExactMatch and 2 of TestRequireExactExcludes fail, as intended.

Next step: a fleet implementer will push a follow-up commit with the missing test (new commit, no amend), and the same reviewer will re-review the delta.

The requireExactExcludes call in fetchAllRecs could be deleted with every
test still passing. Add a test where --exclude-accounts prod matches only
prod-us and prod-eu, asserting the refusal, plus a case-insensitive exact
name that excludes just one account.

Independent review verdict: CLEAN at 75826a4

This is a re-review by the same reviewer as the BLOCKING verdict at b0fe72a (fresh Sonnet agent, high effort, not the author).

Delta b0fe72a9..75826a4a:

  • HEAD^ is b0fe72a9, and the only file changed is cmd/cancellation_prepurchase_test.go, with 42 lines added.
  • It adds TestFetchAllRecs_ExcludeAccountsPartialOnlyIsRefused, which covers two cases:
    • --exclude-accounts prod with accounts prod-us and prod-eu returns the "matches no account exactly" error, names both accounts and returns no recs.
    • PROD-US excludes only that account.

The blocking finding is closed.

  • I replaced the requireExactExcludes call in fetchAllRecs with error(nil), and the new test now fails. Before this commit, the same probe passed.
  • I reverted the probe, and the tree was clean afterwards.

Checks:

  • GOTOOLCHAIN=go1.26.9 go test -race ./cmd/... -count=1: 1591 passed.
  • go vet ./...: clean.

Non-blocking items carried over from the first verdict:

  • the warning gap when an exclude matches exactly and is also a substring of another account;
  • the vague message for an --include-accounts value that matches no account;
  • CodeRabbit's minor note at multi_service_filters.go:217 (a filter value that is only whitespace), which fails safe.

Gate: merge once CI is green at this SHA and CodeRabbit has no new actionable comments. Labels are mirrored from #2237.

…on precheck

A whitespace-only --exclude-accounts value was treated as a name filter,
so an unresolved account name aborted the run although the matcher treats
that value as blank. Trim each value and skip blanks and account IDs.

Independent review verdict: CLEAN at b83cbd5

Reviewer: fresh Claude Opus 5.5 agent (claude-opus-5-5), not the author, briefed cold. It reviewed the full PR diff (origin/main...b83cbd56) and treated the PR body as a claim. Coordinator: claude-cc-reviewer.

Blocking findings: none.

Ordering (file:line):

  • Live path: fetchAllRecs runs the check at cmd/multi_service_helpers.go:953-956, after the sequential service and region loop. Its error is fatal at cmd/multi_service.go:192-193, which is before runPurchaseAndReport (:205). Nothing in the fetch path purchases.
  • CSV path: the check runs in filterAndAdjustRecommendations (:719), before the confirm (:726), loadAWSConfig (:730) and runCSVPurchases.
  • Dry run: dry run is the default (effectiveDryRun = !ActualPurchase, :131-132).

CodeRabbit: its one actionable comment (blank values in requireNamesResolved) is resolved by b83cbd5 (cmd/multi_service_filters.go:216-219), with a test.

Local verification (fixture-based; no real AWS account available):

  • Built binary, CSV replay: I ran the built cudly binary on a CSV replay fixture holding accounts prod-us and prod-eu. AWS config was pointed at /dev/null.
    • --exclude-accounts prod exited 1, before any AWS call, with: --exclude-accounts "prod" matches no account exactly but is part of "prod-eu", "prod-us"; list the full account names to exclude.
    • PROD-US and " prod-eu , zzz" each filtered exactly one row.
  • Live path: covered only by the mocked fetchAllRecs tests.
  • Real-account coverage gap: no live multi-account run was made.

Build and tests:

  • make build passes, go vet ./... is clean, and golangci-lint v2.10.1 reports 0 issues.
  • go test -race ./cmd/... -count=1 passes 1592 tests.
  • Fail-before: the PR's tests on the merge base 1306c4de fail BlankFilterValue, PartialOnlyIsRefused, ShouldIncludeAccountIDOrNameExactMatch and RequireExactExcludes.

Mutation probes (each reverted):

  • EqualFold changed to Contains: 10 tests fail.
  • TrimSpace dropped: 3 fail.
  • Ambiguity check skipped: 5 fail.
  • Check in fetchAllRecs turned into a no-op: 2 fail.
  • Kept recs used instead of knownAccounts: 1 fails.
  • Exact check in the wrapper dropped: 3 fail.
  • Blank-skip dropped: 1 fails.
  • The CSV call-site swap survived, with 0 failures. The behaviour is correct today, as verified above; the missing test is tracked in test(filters): pin the CSV-path ambiguous-exclude refusal in filterAndAdjustRecommendations #2252.

Non-blocking notes:

  • An exclude stops the run, rather than widening the buy, in two cases:
    • it equals the name of an account that has no recs and is also part of another account's name;
    • it is combined with an include of that other account.
  • An 11-digit ID typo is treated as a name and silently matches nothing. That was already true before this PR.
  • With both prod and prod-eu present, --exclude-accounts prod buys in prod-eu with no warning. That follows the exact-match design and is stated in the CHANGELOG.
