feat(lint): Install ShellCheck in lint workflow

Description

Add a dedicated ShellCheck installation step before running shell linting when shell files are present. The workflow now reuses a preinstalled binary when available, or downloads the stable release for supported Linux runner architectures and fails clearly on unsupported ones.
