fix(renovate): generalize GitHub ref regex manager

Description

Broaden the Renovate regex custom manager from an actionlint-specific rule to a generic annotated GitHub ref pattern that supports release/tag/branch/version values paired with immutable commit refs. It now scans workflow files and composite action manifests, and allows optional per-dependency versioning overrides (defaulting to semver). Tests were updated to target the renamed manager and to cover extracting a branch+digest pair from a composite action.
