What changed and why
Enforce author/co-author DCO sign-offs locally and across the full PR commit range in CI. Reject incomplete shallow history and document maintainer recovery.
Stack position: 8/12. Base:
codex/usersim-draft-pr07-ci. Merge in stack order.How it was verified
The focused DCO/checker suite passed, including real-Git trailer and shallow-history cases. No maintainer settings were changed.
The latest cleanup used focused checks and independent source review. Earlier full matrix/native/container results retain their original revision; those broad runs and all twelve Arc reviews were not repeated after the cleanup. GitHub CI results are pending.
