Problem

New panels shipped in English in eight of the nine languages:

• the network settings panel (41 strings) was English in ja, de, es, ru, pt, ko and fr;
• the helper (subagent) panel (10 strings) was English in ja, de, es, ru, pt, ko;
• the first-run button Download the engine had no key at all, so the fuzzy matcher built 下载 the engine in Chinese and the engineをダウンロード in Japanese;
• the French catalog was over the project's own 5% untranslated gate (223 strings, 6.2%).

Result

• 9 languages, 3,591 keys each, same order, same placeholders.
• French: the 63 new strings are translated; the project's french-catalog gate passes (4/4).
• ja/de/es/ru/pt/ko: 51 new strings each (network 41 + helper panel 10).
• Download the engine has its own key in all nine languages, so no half-translated button.
• One sentence that appeared twice (Strata could not stop this helper…) now says the same thing in both catalogs.

Validation

node --test tests/locale-gaps.test.mjs tests/languages-and-catalog.test.mjs tests/french-catalog.test.mjs → 12 pass, 0 fail.

Limits

• ja/de/es/ru/pt/ko translations are new and not reviewed by a native speaker; five strings I flagged as uncertain are listed below.
• Only Chinese and French were checked in a running interface; the other six are checked by key/placeholder parity, not by eye.
