Add Hindi (hi) translation of OWASP API Security Top 10 2023

Summary

This PR adds a complete Hindi (hi) translation of the OWASP API Security
Top 10 – 2023 edition under editions/2023/hi/.

Closes #141

What's included

• All 23 Markdown source files translated from English to Hindi
• editions/2023/hi/images/ — cover and logo assets (copied from en/)
• editions/2023/mkdocs.yml — Hindi registered in the language switcher

Translation notes

• Register: Natural, developer-friendly Hindi prose. Technical terms are
  kept in their Latin-script form (API, OWASP, JWT, UUID, SSRF, etc.) as
  Indian security practitioners use them. First-use glosses like
  प्रमाणीकरण (Authentication) are present in body text for clarity.
• Risk titles: Transliterated into Devanagari script (treated as proper
  names), matching how the document's own terminology is handled.
• Structure: All Markdown structure — heading levels, tables, code blocks,
  link reference definitions, and image paths — is preserved exactly as in the
  English source.
• Content fidelity: All sentences, including the BOLA-vs-BFLA paragraph
  in API1 and the Note blocks across all risk chapters, are fully translated.
  No content was dropped or paraphrased.
