Part of #1670

Moved out of #1834 so that PR is flow-only. This draft waits for the next openadapt-flow release: it calls Ledger.rechecks_owed, which the released openadapt-flow 2.5.0 (pinned in the lock) doesn't have, so the launcher job fails with AttributeError until a flow release that includes #1834 is in the lock.

What changed

• openadapt verify ledger list now also shows each provisional CONFIRMED whose recheck is still owed, as recheck-owed with its due time and actor. A recheck isn't lost when the server that holds it restarts. When nothing is held, open or owed, it prints "No held or open writes. No rechecks owed."
• New test in tests/test_verify_command.py: the owed recheck is listed until a confirming recheck runs, then it's gone.

The two files are byte-identical to their versions at #1834 head 8559a6b, which Codex approved.

How it was tested

• At 8559a6b (in verify: keep owed rechecks in the ledger; tell spent, lost and miscalled rechecks apart #1834), tests/test_verify_command.py passed 4 of 4 on the Mac, as reported in verify: keep owed rechecks in the ledger; tell spent, lost and miscalled rechecks apart #1834.
• Not re-run on this branch: the Mac is below its free-disk floor, so this branch was made through the GitHub API from the approved blobs.

Not covered

• Launcher CI will fail until the lock pins an openadapt-flow release that includes verify: keep owed rechecks in the ledger; tell spent, lost and miscalled rechecks apart #1834. Mark ready after that bump.
