One entirely optional but potentially nice thing could be to make this a composite workflow and make a workflow_dispatch version so that if things fail for whatever reason, we can trigger promotion to all the places automatically again.

We can already restart individual jobs in the whole chain. I think that's sufficient. But I will add a workflow_dispatch option to my todo.
