Remove PSSemVer's repository-owned pull request template #63

Description

Context and request

PSSemVer contributors should follow the canonical PR Format guidance without a repository-owned automatic PR template. The user requests physical removal, including central defaults in separately owned changes; a blank replacement or central fallback is not an acceptable solution.

Campaign identity: no-pr-template-files.

Acceptance criteria

  • PSSemVer contains no automatic single-file or multiple-file PR-template variant under the repository root, .github, or docs, regardless of case or extension.
  • The retained canonical PR Format link in CONTRIBUTING.md remains present and resolves.
  • Module source, public version behavior, manifests, issue forms, contribution guidance, workflows, labels, and unrelated work remain unchanged; no replacement template or local campaign note is added.
  • One small ordinary commit and a separate draft PR record the exact removal and validation evidence. No merge, auto-merge, tag, package, release, or prerelease publication occurs.

Technical decisions

The verified default-branch source is 1a621b14286331569f4d1ffd4643999c2a2a6ca8. Its complete tree contains exactly .github/pull_request_template.md, blob ff2067e739e6d90bfa95905df89fa752cccd2e83. Delete the actual tracked file and any other real recognized variant found before editing; do not introduce a replacement. No retained local link points to that file, so AGENTS.md and CONTRIBUTING.md need no dependent edit.

The caller pins Process-PSModule v6.1.15 at 688896dc3ef70fb35bd74ae5328e76d5e57fe08a. It handles PR opened/reopened/synchronize/labeled/closed events and nightly/manual runs. The pinned planner's default important-file patterns are ^src/ and ^README\.md$; this deletion matches neither. An unlabeled, open draft therefore resolves no important changes, no prerelease, no cleanup, and disabled module/site publication. Do not add labels or change workflow rules to obtain a draft. Verify the actual live run when available.

Use Git's existing diff checks and direct PowerShell filesystem/index assertions; module tests and runtime/dependency upgrades are unnecessary for this file-only removal. The canonical PR Format page resolves. Other existing framework/documentation links return 404 and are outside this physical-removal scope; preserve PSModule/PSSemVer#53, PSModule/PSSemVer#54, PSModule/PSSemVer#55, and PSModule/PSSemVer#62.

The frozen canonical correspondence is MSXOrg/docs#209, verified ready and unmerged at bc03a5992615f65d1d5346dc48e7506e80b8b6ca. The Repository Standard no-file rule owns the prohibition on storing, inheriting, distributing, or generating automatic PR-template files. PR Format's complete description example owns the actual title/body record only and replaces the superseded #copy-the-complete-template anchor. This immutable candidate, not prior be8/27ff revisions, is the correspondence for this assignment; ready does not mean merged or integrated.

Central removals remain separately owned, open drafts in MSXOrg/.github#8 and PSModule/.github#82; validator-presence alignment and existing link-only work remain separate. No repository files, labels, workflow rules, or integration behavior change as part of this evidence update.

The frozen record contract includes native versioned-artifact publishers. The pinned v6.1.15 producer exposes legacy Major/Minor/Patch/NoRelease/prerelease inputs, not a verified canonical release:* adapter and required decision check. Do not classify the route as unmanaged or silently translate labels. Finalization remains gated on the framework owner's verified adapter or producer/configuration migration. The successful CI run's ReleaseType=None and skipped module/site publication prove safety for this open deletion-only draft, not a finalized canonical release decision. This Task does not repair the producer, change labels, or authorize integration, merge, auto-merge, tags, packages, releases, or prereleases.

Implementation plan

  • Run the absence assertion before editing and confirm that it detects the tracked template; inventory all recognized variants and retained canonical links.
  • Delete the actual tracked PR template without a replacement or unrelated changes.
  • Verify filesystem/index absence, the exact deletion-only diff, unchanged retained guidance, and successful resolution of the canonical PR Format link; run git diff --check.
  • Commit the deletion, open a separate unlabeled draft PR, record current head and publication gates, and report unresolved source-contract/validator blockers without merging or publishing.
  • Record the frozen no-file/record ownership correspondence in this Task and the draft PR; retain independent source-integration, validator, native-producer, CI, and publication-safety gates.

The pre-change absence assertion failed as expected on the sole tracked template. The complete live source tree and blob match the recorded baseline, and the retained canonical PR Format link resolves. Verified the central references are open pull requests and corrected their canonical links; corrected the literal README pattern to match the pinned planner.

Deleted the verified tracked template: 36 deletions, zero additions, and no other changed path. The staged-index and recursive filesystem absence assertions now pass; retained README/AGENTS/CONTRIBUTING, module/test sources, and caller settings are unchanged. Both git diff --check and git diff --cached --check pass. Invoke-WebRequest against the retained canonical PR Format URL returns HTTP 200 and the expected guidance. Module tests were not run because this is a deletion-only repository documentation change.

Remote verification confirms the separate draft is open, targets main, has no labels or auto-merge, and uses head 193f43f. The complete remote head tree is untruncated and contains zero automatic PR-template variants. The PR diff removes only .github/pull_request_template.md (blob ff2067e739e6d90bfa95905df89fa752cccd2e83), with 36 deletions and zero additions. git diff HEAD^ HEAD --check passes and the worktree is clean. The triggered CI run is being checked. The pinned planner requires both a prerelease label and important-file changes; its publication gates remain unchanged. Central-default removals, canonical documentation, and validator contracts remain separately owned and pending.

The existing draft CI run completed successfully. gh run watch 41244232549 --repo PSModule/PSSemVer --exit-status --interval 10 returned exit 0: Plan and repository lint passed; module build/tests and both Publish-Module and Publish-Site were skipped. The planner log confirms HasImportantChanges=False, ReleaseType=None, shouldPrerelease=False, AutoCleanup=False, PublishModule=False, PublishSite=False, and CreateRelease=False. All delivery-plan steps are complete; the Task remains open for its scoped draft PR, which is unmerged and has no auto-merge or labels. Unresolved external work remains central-default deletion and canonical/validator alignment. Existing framework-documentation URLs still return 404; their link-only fix remains in the separate existing PR. No module test/runtime upgrade, label/rule change, tag, package, release, or prerelease was performed.

Source ownership is frozen at bc03a5992615f65d1d5346dc48e7506e80b8b6ca: Repository Standard owns the no-PR-template-file rule; PR Format owns the actual record and its complete-description-example anchor. Verified MSXOrg/docs#209 is ready but unmerged and both central-source removals remain open drafts. Recorded the legacy native-producer mapping/finalization gate separately from the already successful, non-publishing CI. Repository files and unrelated link-fix work are unchanged.

Verified both native records use the immutable bc03a5992615f65d1d5346dc48e7506e80b8b6ca no-file owner and complete-description-example links. The actual PR now has a plain outcome title, exactly one ANNOUNCEMENT STOP marker, and one Removed result with scoped Technical details/Related references. Its native-producer release finalization remains explicitly blocked, with no labels translated or changed. No files or commits changed: head remains 193f43f, the worktree is clean, and the committed diff check passes. Existing successful CI and skipped publishing evidence remain separate from unmerged canonical-source, central-default, validator, and producer-contract work.
