Update `Parcels` dependency in pixi.toml

Now that Parcels v4.0 is released, update the pixi.toml to use the release and not pull from GitHub (as is currently the case for the VirtualShip-Parcels v4.0 migration, soon to be merged to main; i.e. #342)
