feat: add configurable user directory page sizes

Summary

• Add selectable page sizes of 10, 20, 25, 50, and 100 users, defaulting to 25.
• Apply the selected size to user directory queries and preserve it when clearing filters.
• Update pagination tests for page size parsing and defaults.
