Fixes #1152

Replace the embedded local delivery implementation with one required microcosm-emitter distribution. This draft now targets main; #1151 and the initial emitter extraction are merged. The calibration dashboard does not change.

Microcosm keeps graph generation, public-file selection, Hugging Face staging, build identity and a thin Unix-socket adapter. The external package owns the local emitter process, its telemetry and graph-publication workers, authentication, SQLAlchemy/Alembic persistence, retries and resource sampling. Remove the embedded implementation and duplicate service tests.

Preserve validation-refused outcomes, failure classifications and structured error codes. UK full-build commands keep the combined process alive until graph inventory/enqueue requests finish, then close it in their existing finally cleanup. Other callers retain automatic shutdown when reporting their outcome. Failed startup preserves graph files and records a failed publication receipt without starting another service or claiming publication was queued.

The temporary exact Git source is 12624a118db255405a0ce7397d53b3181deaf49a from microcosm-emitter #9. That revision prevents graph inventory requests from blocking telemetry acknowledgements and prevents older graph status-file writes from replacing newer results. The dependency update regenerates uv.lock and its approved worker-identity checksum for that revision.

Local qualification after rebasing onto main at 977ac983adadb006b0b1f011d6d77decc835fbe4:

• Python 3.14.6: 55 selected adapter, outcome, shutdown and UK publication tests; two exact lock-identity checks.
• Python 3.13.14: the same 55 tests and two lock-identity checks.
• Both existing synthetic UK integration tests pass in a separate locked Python 3.13 UK environment. The optional private Hugging Face access check is skipped.
• Built and inspected all seven final Microcosm wheels. Installed them and the exact tested emitter wheel noneditably over locked Python 3.13 dependencies; isolated package/import/CLI/API checks, default/deferred cleanup and graph socket requests pass. All 81 installed dependencies are compatible.
• Lint, formatting, locked resolution, test-plan registration and diff checks pass. Preserve the incoming UK/compiler/calibrate changes from main.

These are local results, not GitHub Actions results. No queued checks were monitored, and earlier broad-suite results do not qualify this revised tree.

Before merge, merge and publish the fixed single emitter package, replace the temporary Git-source override with its tested registry version, regenerate uv.lock and its approved worker-identity digest, and rerun affected qualification. No new environment variables, hosted components, secret provisioning, package publication or deployment is included here. Preserve versioned queues; upgrade any older unversioned queue with the preceding Microcosm implementation first.
