Temporarily remove test_live_uk_universal_credit_macro_reform_in_scotland from API v1's deployed live tests while the upstream UK country filter is corrected and released.
Deployment run 37838389100 reached the simulation worker and failed because the filter requested a country column from household inputs that store region.
This deliberately leaves the failing Scotland population behavior uncovered temporarily. Retain the Scotland household calculation test, other population tests, and Scotland fixtures. Remove the deleted live function's local unit-test parametrization to preserve test collection.
Removal PR: #3875. Upstream repair: PolicyEngine/policyengine.py#565 (tracking issue PolicyEngine/policyengine.py#564). Follow with the simulation-API upgrade in PolicyEngine/policyengine-sim-api#733 (issue PolicyEngine/policyengine-sim-api#732), then the API v1 upgrade in #3877 (issue #3876) that restores the exact Scotland live test and its local request-contract coverage. Do not treat removal as resolution of the regional filtering defect.
