Upgrade simulation workers to the published policyengine==6.2.3 release containing PolicyEngine/policyengine.py#565 (tracking PolicyEngine/policyengine.py#564).
Implementation PR: #733. Both executor and Modal-image requirements pin policyengine[models]==6.2.3, and the authentic PyPI lockfile is regenerated. Core 3.32.10, US 2.2.1, UK 2.102.3, and SPM calculator 1.0.0 remain unchanged.
Scotland, Wales, and Northern Ireland must select the stored household region values SCOTLAND, WALES, and NORTHERN_IRELAND. England selects the nine English regions. The worker must not require a raw household country column.
Local executor validation with 6.2.3: 704 tests passed, 22 skipped, 3 deselected; lock consistency and formatting checks passed. Publication and lock generation are complete. Remaining work: pass image/integration checks, merge, deploy and qualify the worker, and verify the gateway advertises 6.2.3 before API v1 restores Scotland population coverage in PolicyEngine/policyengine-api#3877 (tracking PolicyEngine/policyengine-api#3876). Temporary removal PolicyEngine/policyengine-api#3875 has merged.
