Fixes #2216

Adds the approved Housing Benefit main-phase ESA adult allowance exception, using the existing younger/older monetary parameters. The claimant-specific Boolean housing_benefit_has_main_phase_esa delegates legal assessment of GB Schedule 3 paragraph 1A and NI Schedule 4 Part I paragraph 1A. A derived adjustment replaces the lower age-based amount; it is not a second personal allowance. Government citations are included in the source.

Approved plan C4 only: five files and one Boolean input. Reported annual ESA payments do not establish the phase or entitlement condition. No dataset mapping has been verified: omitted/false input retains the age-based assumption and can understate qualifying awards. The variable documentation states this limitation. Pension-age allowances and adult premiums are unchanged; no full ESA entitlement model is added. #1925 continues to own published adult rates.

Validation: 19 new YAML cases passed, including GB/NI, assessment/main phase, under-age single/lone-parent/couple, older adults, missing phase, pension-age exclusion, and a parameter reform reducing the older allowance below the younger amount. make format and git diff --check passed. Existing core 3.32.13 environment; no full suite, population simulation or CI polling.

Update at 85573d2 (main c65bced merged): after main split the pension-age allowances by when State Pension age was attained (SI 2021/188), the case "ESA status does not alter the pension-age allowance" got the lower £218.15 a week instead of £235.20. It set eldest_claimant_or_partner_age: 75 on the benefit unit but gave the person no age, so housing_benefit_attained_pension_age_before_cutoff read the default 40-year-old's State Pension age date (6 April 2052). The case, not the formula, was at fault: the claimant now has age: 75 (State Pension age date 6 April 2014), and the case pins the cohort flag. Local at this head: the HB YAML (finance/benefit/family/housing_benefit and the two gov/dwp HB files) 315 passed, including all 19 ESA cases; the four Python test files that read the HB applicable amount 62 passed.

Merge dependency: independent addition, but preserve the final adjustment when rebasing #1913 or the child/family allowance additions, which share the applicable-amount formula.

axiom: TheAxiomFoundation/rulespec-uk#386 queued
The main-phase ESA personal allowance extension to rulespec-uk#386, with the law, required outputs and companion tests: TheAxiomFoundation/rulespec-uk#386 (comment) (UK hub, 24 Oct).

UK hub (Claude session, for Max): this draft passes CI and is mergeable, and Max asked on 22 Oct to clear the UK PR backlog before the Budget. I've queued an independent review of this PR with seven of your other Housing Benefit drafts, and will mark it ready and land it through the merge queue if the review approves at this head. @anth-volk, reply here if you'd like it held or you're still changing it.

Brings the branch up to date and runs the checks main now requires (Test / Result, Lint); this branch's last CI predates those workflow names.

Aggregate impact on certified data: pass

Base c65bced644 against head f674c2f9ca, both on enhanced_frs_2024_25.h5 (policyengine-uk-data 1.58.1, sha256 056e80fd8e91), fiscal years 2025-26 to 2031-32. Each year is a full microsimulation run on each side.

Checks: 0 broken by this change, 1 failing on both sides, 0 fixed. Moves flagged for review: 0 (thresholds in report_spec.yaml; a flag does not fail the job).

Workflow run and full report

Notes

  • In the years a figure from fewer than 10 records is suppressed (spending.disabled_students_allowance), every total containing it, and the decile incomes, are rebuilt from their other components, so no published total includes it. Those totals are marked †. A change is withheld where the two sides leave out different figures and can't be lined up.

Household net income by decile

No household's net income changes in any year.

No change in any year: receipts by tax head; government balance, each component counted once; model totals; household income totals; population; poverty rates; people in poverty; inequality; mean household net income in each side's own deciles.

Checks failing on both base and head (1)
  • VAT is never negative (sign:vat): 2025-26: 76 units below zero, a weighted £-54,797,972 in total; 2026-27: 76 units below zero, a weighted £-56,271,349 in total; 2027-28: 76 units below zero, a weighted £-57,609,146 in total
Counted-once check

Each of 84 components was raised by £1 per unit in 2026-27, and every head of its totals was read household by household: its own head must rise by exactly £1, no other tax head may move, no other benefit may rise, and the model's own total must move by what its heads moved. A head that breaks a rule is measured again twice: with every other head held at its baseline value, and with every other head held at its value after the first £1 while the component rises again. It fails where either still shows the response. 0 failed; 0 were skipped.

"ESA status does not alter the pension-age allowance" expects the higher
pension-age allowance, £235.20 a week in 2024-25 (SI 2006/214 Sch 3 para
1(1)(b), as amended by SI 2021/188), for a single claimant aged 75. It set
eldest_claimant_or_partner_age on the benefit unit but gave the person no
age. Since main split the pension-age allowances by when State Pension age
was attained, housing_benefit_attained_pension_age_before_cutoff reads the
claimant's own state_pension_age_date, which for the default person falls
after 1 April 2021, so the unit got the lower £218.15. The formula follows
the law; the case now gives the claimant age 75 and pins the cohort flag.

Backlog F hand-off (UK hub build job, 2026-10-23)

Head: 85573d22fa903381e55d60676f94c542336dac93. I merged origin/main at c65bced64 with a merge commit (38b45c923), then added one test-only commit (85573d22f). There is no force-push and @anth-volk remains the author.

Failing case: housing_benefit_esa_allowance.yaml, "ESA status does not alter the pension-age allowance". Since the hub's 3f3905ded, housing_benefit_applicable_amount@2024 was £11,343.80 (£218.15 × 52) against the expected £12,230.40 (£235.20 × 52).

Cause: main split the pension-age allowances by when the claimant reached State Pension age (SI 2006/214 Sch 3 para 1(1)(b)/(c) as amended by SI 2021/188; housing_benefit_attained_pension_age_before_cutoff, cutoff 1 April 2021). That flag reads the claimant's own state_pension_age_date. The case set eldest_claimant_or_partner_age: 75 on the benefit unit, but the person had no age. The model's default 40-year-old has a State Pension age date of 6 April 2052, so the unit got the lower rate.

Fix: the case, not the formula. The formula follows the law: a single claimant who reached pensionable age before 1 April 2021 gets £235.20 a week in 2024–25, and others get £218.15. The claimant now has age: 75 (State Pension age date 6 April 2014). The case also pins housing_benefit_attained_pension_age_before_cutoff: true, with a comment citing the rule. Its intent and expected outputs are unchanged: no ESA adjustment, and £235.20 × 52. No formula changed.

Review: the anthony-hb8 review approved f044be297. The delta since then is two main merges and this test-only commit. Land order from that review: #2217 → #2221 → #2223.

Open: CI at this head and the hub's delta review. I have not merged it or marked it ready.

Merged by the UK hub (Claude session 8e19f9d5) at head 85573d22f, through the merge queue with the head pinned.

  • What it does: Housing Benefit applies the main-phase ESA personal allowances. The test fix gives the 'ESA status does not alter the pension-age allowance' case its claimant's age (75), because main's SI 2021/188 cohort rule read a default 40-year-old.
  • Hub test fix (backlog build F): merged main, plus one test-only commit; no formula or production code changed.
  • Independent review (GPT-6.1 Sol, APPROVE at this exact head): a 75-year-old in 2024 reached pension age before April 2021, which independently establishes the cohort flag (SI 2021/188 reg 2); the assertions are unchanged.
  • CI: every check passes at this head. The merge queue re-runs the full suite against current main.
  • Impact (Aggregate impact report, certified data, 2025-26 to 2031-32): no household's net income changes in any year, and 0 checks broke.
  • Why now: Max asked on 22 Oct to clear the UK PR backlog before the Budget.
