Fixes #2652

test_guarantee_credit_falls_pound_for_pound_with_widowed_parents_allowance checks that Guarantee Credit falls pound for pound with extra Pension Credit income. Its mask looked only at the later Guarantee Credit amount (gc[..., 1:] > 0). Where Guarantee Credit starts from zero, it rises by no more than the income falls, so such a draw would fail although the model is right. The independent review of #2645 (round 2, note N4) found this by reading the code.

Changes

  • The pound-for-pound check now covers both ends, rather than skipping the steps where Guarantee Credit starts or ends (round 1 review of this PR, F1). Guarantee Credit is the minimum guarantee less Pension Credit income, floored at zero, and WPA does not move the minimum guarantee, so the test asserts:

    • the minimum guarantee is the same at every WPA amount;
    • where Guarantee Credit is paid at the lower amount, it becomes max(before - extra income, 0) at the higher one;
    • from zero, it rises by no more than the income falls.

    The module's invariant 1 now says the same. An earlier commit on this branch only masked the bad steps ((gc[..., :-1] > 0) & (gc[..., 1:] > 0)); the review found that sound but weaker.

  • CARER_WITH_IIDB (the England carer with £10,500 of IIDB) is added as an explicit @example. It is the review's hand-calculated case: WPA from £0 to £1,250 displaces Carer's Allowance, and Guarantee Credit rises from £0 to £404.40 while Pension Credit income falls £520. Its own £0 → £404.40 step is now asserted too. CI runs it.

  • Fragment: changelog.d/2652.fixed.md.

Test-only: no formula, parameter or input changes.

Reproducer: policyengine_uk/tests/test_pension_credit_widowed_parents_allowance_properties.py::test_guarantee_credit_falls_pound_for_pound_with_widowed_parents_allowance

Validation

  • uvx ruff format --check passes on the changed file, and it parses.
  • No local test run: the host was first under a disk hold and then over the load limit, so CI is the first run of the property and both examples.

Impact

None: test-only. The diff changes only a test and a changelog fragment, so no model output can change. The Aggregate impact job on the first head timed out at its 60-minute limit (run 40164097546) and posted no report; it is not a required check.

axiom: n/a: test-only change

…h amounts

Round 2 review N4 of #2645: the mask looked only at the later amount, so a
draw where Guarantee Credit starts from zero would fail although the model is
right. Adds that case (a carer with IIDB) as an explicit example.

Aggregate impact on certified data: pass

Base eb0b8087d8 against head ac3e1c6304, both on enhanced_frs_2024_25.h5 (policyengine-uk-data 1.58.1, sha256 056e80fd8e91), fiscal years 2025-26 to 2031-32. Each year is a full microsimulation run on each side.

Checks: 0 broken by this change, 1 failing on both sides, 0 fixed. Moves flagged for review: 0 (thresholds in report_spec.yaml; a flag does not fail the job).

Workflow run and full report

Notes

  • In the years a figure from fewer than 10 records is suppressed (spending.disabled_students_allowance), every total containing it, and the decile incomes, are rebuilt from their other components, so no published total includes it. Those totals are marked †. A change is withheld where the two sides leave out different figures and can't be lined up.

Household net income by decile

No household's net income changes in any year.

No change in any year: receipts by tax head; government balance, each component counted once; model totals; household income totals; population; poverty rates; people in poverty; inequality; mean household net income in each side's own deciles.

Checks failing on both base and head (1)
  • VAT excluding private school fees is never negative (sign:vat): 2025-26: 76 units below zero, a weighted £-53,889,156 in total; 2026-27: 76 units below zero, a weighted £-55,420,387 in total; 2027-28: 76 units below zero, a weighted £-56,618,038 in total
Counted-once check

Each of 88 components was raised by £1 per unit in 2026-27, and every head of its totals was read household by household: its own head must rise by exactly £1, no other tax head may move, no other benefit may rise, and the model's own total must move by what its heads moved. A head that breaks a rule is measured again twice: with every other head held at its baseline value, and with every other head held at its value after the first £1 while the component rises again. It fails where either still shows the response. 0 failed; 0 were skipped.

  • widowed_parents_allowance: pension_credit responds only through other heads in fewer than 10 households (other heads that moved there: carers_allowance; gov_spending; not a failure)
  • widowed_parents_allowance: pension_credit responds only through other heads in fewer than 10 households (other heads that moved there: carers_allowance; household_benefits; not a failure)

Per the independent review of #2653 (F1, F2): instead of skipping steps
where Guarantee Credit starts or ends, assert that the minimum guarantee
does not move with WPA, that a paid Guarantee Credit becomes
max(before - extra income, 0), and that from zero it rises by no more
than the income falls. The new IIDB example's own 0 -> 404.40 step is now
checked. The docstring's invariant 1 says the same.

Merge audit (UK hub, Claude Opus 5.5). Landing at head ce6b784e6e841d64771647768745fc69a393f350.

  • Review: independent GPT-6.1 Sol review (Subfleet, hard tier). Round 1 asked for the pound-for-pound check to cover both ends (F1) and the module's invariant to match (F2). Both were applied in ce6b784e6, and the round 2 review approves that head with no findings. It re-derived the assertions for the test's whole draw domain and checked both explicit examples by hand.
  • Checks: every check passed at this head. Aggregate impact hit the job's one-hour timeout at 09:17Z and was re-run.
  • Defect and fix: the property test's mask looked only at the later Guarantee Credit amount. So a draw where Guarantee Credit starts from zero could fail although the model is right. It now asserts that the minimum guarantee is unchanged, that a paid amount becomes max(before - extra income, 0), and that from zero it rises by no more than income falls.
  • Impact: tests only (test_pension_credit_widowed_parents_allowance_properties.py and a fragment). No model, parameter or data change.
