Test Housing Benefit child premiums with a real pension-age claimant - #2656
Conversation
…mment Adds two pension-age cases with an actual claimant aged 75 and a qualifying child aged 17, in both person orders, with no eldest-age or cutoff override, so the 2021 cutoff and the eldest claimant's age are derived from the claimant. Corrects the benefits_premiums comment that said the pension-age child premiums are not modelled: since #2221 Housing Benefit pays them. Household net income by decileNo household's net income changes in any year. No change in any year: receipts by tax head; government balance, each component counted once; model totals; household income totals; population; poverty rates; people in poverty; inequality; mean household net income in each side's own deciles. Checks failing on both base and head (1)
Counted-once checkEach of 88 components was raised by £1 per unit in 2026-27, and every head of its totals was read household by household: its own head must rise by exactly £1, no other tax head may move, no other benefit may rise, and the model's own total must move by what its heads moved. A head that breaks a rule is measured again twice: with every other head held at its baseline value, and with every other head held at its value after the first £1 while the component rises again. It fails where either still shows the response. 0 failed; 0 were skipped.

…in NI The real-claimant cases' comment now says a man aged 75 in 2026 reached State Pension age at 65 under Pensions Act 1995 Sch 4 para 1(1), between 2015 and 2017 depending on his birthday, and that 6 April 2016 is the model's age-only inference. The twelve Northern Ireland pension-regime cases now cite SR 2021/70, which inserts the 1 April 2021 cutoff into SR 2006/406 Sch 4 para 1, instead of the Great Britain SI 2021/188. No input or expected value changes. Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>

Fixes #2655
Follow-ups from the independent delta review of #2221 (Housing Benefit child disability premiums). Both were non-blocking there.
housing_benefit_child_disability_premiums.yamlhas a single synthetic member (the child aged 17, or a 40-year-old in the two adult-exclusion cases) and supplieseldest_claimant_or_partner_age: 75andhousing_benefit_attained_pension_age_before_cutoff: true. This PR adds two cases with an actual claimant aged 75 (male) and a qualifying child aged 17 with the highest DLA care rate, one per person order. Neither overrides the eldest age or the cutoff flag, so both are derived from the claimant. A man aged 75 in 2026 was born before 6 December 1953, so he reached State Pension age at 65 (Pensions Act 1995 Sch 4 para 1(1)) between 2015 and 2017, before the 1 April 2021 cutoff in SI 2021/188. From age alone the model places it on 6 April 2016. The expected amounts come from the published 2026–27 rates: £256.00 a week pension-age personal allowance, £84.46 disabled child premium and £33.99 enhanced disability premium (child), plus the £100 supplied adult premiums: £256.00 × 52 + £100 + £118.45 × 52 = £19,571.40.benefits_premiums.pysaid the pension-age schedules' two child premiums "are not modelled". Since Add Housing Benefit child disability premiums #2221 Housing Benefit pays them, throughhousing_benefit_child_disability_premiumsin the applicable amount. Council Tax Reduction still does not model them, and the comment now says so.No formula, parameter or input changes, so no population impact.
Validation: CI's Test / YAML job ran all 62 cases in the file, the 60 existing ones and the two new ones, and all passed. They were not run locally, because the host is under a disk hold. The aggregate-impact check found no change in any household's net income. The #2221 reviewer's runtime reproducer already gave
housing_benefit_attained_pension_age_before_cutoff == trueandis_claimant_or_partneron the 75-year-old only for this family in both person orders.axiom: n/a: test and code-comment change only; eligibility, inputs, parameter values and calculations are unchanged.
