Fixes #2683

An apprentice aged 19 or over currently receives the apprentice minimum wage in every apprenticeship year. That also lowers the minimum earnings needed for Tax-Free Childcare, extended childcare entitlement and the Childcare Offer for Wales. Employer National Insurance relief legitimately uses apprentice status in any apprenticeship year while the person is under 25.

This change adds the annual person input is_in_first_year_of_apprenticeship and shares a single apprentice-rate eligibility rule between minimum_wage and minimum_wage_category. The rate applies only to apprentices under 19 or within their first 12 months, following National Minimum Wage Regulations 2015, regulation 5. Employer NI calculations and minimum-wage rates remain unchanged.

The apprentice age limit covers the existing wage-rate history from 1 October 2012. S.I. 2010/1901, regulation 5 introduced the same under-19 or first-12-month rule into the 1999 Regulations, with commencement on 1 October 2010. The parameter's 2012 start matches the model's rate coverage; it does not change the rule's legal commencement. This also keeps minimum_wage and minimum_wage_category available for 2013 and 2014.

Migration

The new input defaults to False. Existing callers setting only is_apprentice=True for a person aged 19 or over will receive their age-related minimum wage. Supply both flags for a first-year adult apprentice. The input describes the first 12 months of the current apprenticeship employment, including statutory continuity; the model does not infer start dates or advance tenure during projection.

Microcosm #1373 currently exports is_apprentice. It can adopt this UK fix independently, but must explicitly export the new first-year classification to identify adult apprentices who qualify for the lower minimum wage. This PR supplies no population imputation or migration of existing datasets. Durable calculator and producer contracts are included in the documentation.

Validation

  • Three real parent-income regressions fail on the unchanged base, with no new-input parsing failure.
  • Initial head: 382 focused YAML policy tests and 75 Python wage-rate/employer NI regressions passed. Unchanged employer NI, childcare and Universal Credit evidence remains applicable.
  • Historical coverage: eight new cases fail with the missing age-limit parameter on the original PR head, covering 2013 and 2014 for non-apprentices, under-19 apprentices, adult first-year apprentices and adult later-year apprentices. Each case checks the wage and category.
  • Review fix: 86 tests passed in fresh runs: 40 YAML cases across the finance/income directory and 46 Python wage-rate tests. These runs overlap the initial validation; the counts are not additive.
  • Trusted base Fix evidence and Changelog working-tree checks.
  • Original-head independent code/test and policy/source review: COMPLETE, no findings or material gaps. Independent review-fix verification: CLEAN, 1/1 finding addressed, no new issues.
  • uv run --frozen --no-sync make format passed; formatting and rebase left the tested files unchanged. Trusted actual-base committed-object Fix evidence and Changelog checks passed.
  • Current-head GitHub checks.

Reproducer: policyengine_uk/tests/policy/baseline/finance/income/apprentice_minimum_wage.yaml::Case 1, an older apprentice without first-year status fails the Tax-Free Childcare minimum income condition.; policyengine_uk/tests/policy/baseline/finance/income/apprentice_minimum_wage.yaml::Case 2, an older apprentice without first-year status fails the extended childcare minimum income condition.; policyengine_uk/tests/policy/baseline/finance/income/apprentice_minimum_wage.yaml::Case 3, an older apprentice without first-year status fails the Childcare Offer for Wales parent condition.

Round 1 at 3688dff60.

Verdict: the rule is right in law and the employer NI path is untouched, but one must: the new parameter breaks minimum_wage for 2013 and 2014. Not approving (draft).

Findings

  1. must: policyengine_uk/parameters/gov/hmrc/minimum_wage/apprentice_age_limit.yaml:3 starts at 2015-04-06, but apprentice.yaml and non_apprentice.yaml start at 2012-10-01. qualifies_for_apprentice_minimum_wage.py:12-16 reads the limit for every person, so minimum_wage and minimum_wage_category now raise ParameterNotFoundError: gov.hmrc.minimum_wage[apprentice_age_limit] for 2013 and 2014, for apprentices and non-apprentices alike. On the base commit 5b94537f6 the same households give 6.19 and 2.65 (2013) and 6.31 and 2.68 (2014). The same rule applied before the 2015 Regulations: S.I. 2010/1901 reg 5 substituted NMW Regulations 1999 reg 13(3) from 1 October 2010, "within the first 12 months after the commencement of that employment or has not attained the age of 19" (made text). programs.yaml:219 only claims verified rates from 2017, but the rate parameters go back to 2012 and apprentice.yaml:2-4 itself says this rule governs them, so a crash on those years is still a defect. Suggest starting the parameter at 2012-10-01, to match the rate parameters, with the S.I. 2010/1901 reference next to the 2015 one, and adding a pre-2015 year to apprentice_minimum_wage.yaml or to test_minimum_wage_rates.py. RATES_AT_30_APRIL starts at 2015, which is why the existing tests missed it.

Checks with no finding

  • Law. NMW Regulations 2015 reg 5(1): the apprentice rate applies to an apprentice "within the first 12 months after the commencement of that employment or under 19 years of age". Reg 5(3) carries continuity across employers, which matches the variable's documentation. SSCBA 1992 s.9B(2) defines a relevant apprentice as under 25 and employed as an apprentice, with no first-year condition. utils/employer_ni.py:27 still reads is_apprentice. My probe: a 22-year-old later-year apprentice on £40,000 in 2025 has employer Class 1 of £0 against £5,250 for a non-apprentice.
  • Consumers. Grep finds three minimum_wage readers (Tax-Free Childcare, extended childcare, Childcare Offer for Wales income tests), all via the variable, so all get the new rule. minimum_wage_category uses the shared rule. The UC income floor and benefit cap read non_apprentice directly, which is correct and is covered by Case 12. care_to_learn_eligible, bursary_fund_16_to_19_in_qualifying_education and is_in_non_advanced_education read apprentice status in any year, which is right, and are unchanged.
  • Default False. This is documented in docs/book/usage/simulations.md and dataset-sources.md. It means an adult apprentice gets the age rate unless a caller says otherwise. That is the cautious choice: it never assumes the lower rate. For Microcosm Revert "Salary sacrifice pension modeling" #1373, flagged 21 to 24 year olds would get the age rate, so the must in our Revert "Salary sacrifice pension modeling" #1373 review goes once this PR is merged and pinned. Whether Microcosm should also impute a first-year share is a separate call for Revert "Salary sacrifice pension modeling" #1373, not this PR.
  • Period. is_apprentice, is_in_first_year_of_apprenticeship, minimum_wage, age and all three childcare tests are YEAR, so there is no period mismatch. The docs say plainly that a 12-month anniversary within the year is not modelled.

What I ran

In a fresh clone at 3688dff60 with a new uv venv:

  • policyengine-core test on apprentice_minimum_wage.yaml, minimum_wage.yaml, minimum_wage_category.yaml, and the Tax-Free Childcare, extended childcare, Childcare Offer for Wales, Care to Learn, 16 to 19 bursary, UC income floor, ni_class_1_employer.yaml and salary_sacrifice_pension_ni_employer.yaml tests: 470 passed.
  • pytest on test_minimum_wage_rates.py, test_employer_ni_zero_rate_consumers.py, test_dfe_childcare_student_support_properties.py and test_care_to_learn_history.py: 81 passed.
  • Household probes for 2013 to 2016 and 2025, on this head and on base 5b94537f6.

CI at the time of writing: YAML tests, lint, docs, smoke imports and Fix evidence are green. Python shards 1 to 5 and Aggregate impact were still running.

Not run or read: the full test suite, any microsimulation, the Axiom issue, or the changelog wording beyond one read.

Aggregate impact on certified data: pass

Base 5b94537f61 against head 19d90ff1cd, both on enhanced_frs_2024_25.h5 (policyengine-uk-data 1.58.1, sha256 056e80fd8e91), fiscal years 2025-26 to 2031-32. Each year is a full microsimulation run on each side.

Checks: 0 broken by this change, 1 failing on both sides, 0 fixed. Moves flagged for review: 0 (thresholds in report_spec.yaml; a flag does not fail the job).

Workflow run and full report

Notes

  • In the years a figure from fewer than 10 records is suppressed (spending.disabled_students_allowance), every total containing it, and the decile incomes, are rebuilt from their other components, so no published total includes it. Those totals are marked †. A change is withheld where the two sides leave out different figures and can't be lined up.

Each of 91 components was raised by £1 per unit in 2026-27, and every head of its totals was read household by household: its own head must rise by exactly £1, no other tax head may move, no other benefit may rise, and the model's own total must move by what its heads moved. A head that breaks a rule is measured again twice: with every other head held at its baseline value, and with every other head held at its value after the first £1 while the component rises again. It fails where either still shows the response. 0 failed; 0 were skipped.

Critical fixed

Addressed your historical-coverage finding in c1e1a06ff1. The apprentice age-limit value of 19 now starts on 1 October 2012, matching the existing wage-rate history. S.I. 2010/1901, regulation 5 supplies the predecessor rule; its legal commencement was 1 October 2010. The 2012 parameter date records model coverage.

Verification

Eight appended 2013/2014 cases cover non-apprentices, under-19 apprentices, adult first-year apprentices and adult later-year apprentices, checking both wage and category. All eight reproduced the missing-parameter error before the fix. Fresh runs passed 40 YAML cases and 46 Python tests. Unchanged employer NI and childcare evidence remains applicable; these counts overlap the original validation.

Independent verification is CLEAN (1/1 finding, no new issues). Formatting and trusted committed-object checks passed. The new head's GitHub checks are pending.

Round 2 at c1e1a06ff.

Verdict: the round 1 must is fixed and I have no new findings. Not approving because the PR is still a draft. Once it is ready and CI is green at this head, I have nothing blocking.

Round 1 findings

  1. must, fixed. apprentice_age_limit.yaml:5 now starts at 2012-10-01, matching apprentice.yaml:7 and non_apprentice.yaml, and cites S.I. 2010/1901 reg 5 and reg 1 next to the 2015 Regulations. I checked both links: reg 5 substitutes reg 13(3), "within the first 12 months after the commencement of that employment or has not attained the age of 19", and reg 1 gives commencement on 1 October 2010. Cases 14 to 21 in apprentice_minimum_wage.yaml:311-395 cover 2013 and 2014 for non-apprentices, under-19 later-year apprentices, adult first-year apprentices and adult later-year apprentices. The rates in the comments match S.I. 2012/2397 and S.I. 2013/1975.

Checks with no finding

  • Values match the base. My probe at this head gives 6.19 for the non-apprentice and 2.65 for the apprentice in 2013, and 6.31 and 2.68 in 2014, the same as base 5b94537f6 in round 1. The only change from the base is the intended one: an adult later-year apprentice now gets 6.19 and 6.31 instead of the apprentice rate. 2015 gives 6.50 and 2.73.
  • 2012. minimum_wage still raises for the 2012 period, but all three parameters start on 2012-10-01, so a 2012 calculation, which reads them at 1 January 2012, cannot work on the base either. That is not this PR's doing.
  • CI. The "Aggregate impact on certified data: FAIL" comment came from run 40366562793 at the old head 3688dff60, which was cancelled when the new commit landed. It is not a result.

What I ran

In a fresh worktree at c1e1a06ff with a new uv venv:

  • policyengine-core test on apprentice_minimum_wage.yaml, minimum_wage.yaml, minimum_wage_category.yaml, and the Tax-Free Childcare, extended childcare, Childcare Offer for Wales, Care to Learn, 16 to 19 bursary, ni_class_1_employer.yaml and salary_sacrifice_pension_ni_employer.yaml tests: 405 passed.
  • pytest on test_minimum_wage_rates.py, test_employer_ni_zero_rate_consumers.py, test_dfe_childcare_student_support_properties.py and test_care_to_learn_history.py: 81 passed.
  • Household probes for 2012 to 2015.

CI at the time of writing: YAML tests, lint, docs, smoke imports, changelog and Fix evidence are green at this head. Python shards 1 to 5 and Aggregate impact are still pending.

Not run: the full test suite or any microsimulation.
