Implement only the immediate temporary WIC compatibility fix for the certified
ACS-local dataset. Preserve every valid existing ACS and donor participation
decision, set only missing decisions for people explicitly identified as
acs_2024_1yr to True, and continue rejecting missing donor inputs, missing
identifying provenance, and malformed values. Eligibility remains determined
by the country model.
Add focused mapping and real country-model integration tests. The exception
must carry an obvious removal comment and remain removable in a separate
stacked draft PR after a replacement local-area dataset is published and
certified. Dataset rebuild and publication are owned separately by
PolicyEngine/microcosm#1154.
This issue does not include the source-partition/state-year preparation
prototype, new public preparation APIs, dataset-loader refactoring, national
default changes, service deployment, or new infrastructure.
