hpm_sdk增加 v1.13.0 的软件包索引：peripherals/hal-sdk/hpmicro/hpm_sdk/Kconfig：新增PKG_USING_HPM_SDK_V113（"v1.13.0"），并补充PKG_HPM_SDK_VER的取值映射；默认版本仍为 v1.10.0，使用 v1.13.0 需显式选择。peripherals/hal-sdk/hpmicro/hpm_sdk/package.json：新增 v1.13.0 的下载条目。对应的软件包 / tag
该版本主要内容
boards/hpm5100evk、common/startup/HPM5151及对应 SoC 定义；hpm_sdk_version.h与 SoC series 的 Kconfig 胶水，便于 BSP 独立配置。备注
CONFIG_PKG_USING_HPM_SDK_V113=y（CONFIG_PKG_HPM_SDK_VER="v1.13.0"）后执行pkgs --update即可拉取。bsp/hpmicro，hpm_sdk v1.13.0 + 新增 hpm5100evk）将随后提交。
