chore(docs): delete stale mid-delivery markdown

Summary

• Delete unused docs/plans/tracedecay-v2/NEXT.md and other unreferenced mid-delivery markdown (archived dated plans, status audits, and superseded handoff notes).
• Trim live pointers that still named NEXT.md as current delivery authority. 00-plan-set-index.md stays the roadmap.
• Do not merge. Docs-only; no product behavior change.

Motivation

Zack confirmed NEXT.md is unused. The file and several sibling leftovers still presented themselves as delivery status after PR #707. This removes the ones that are clearly dead and lists the rest instead of guessing.

Base SHA: 1e454fffb8f913b6d25bb8efec5b02b82fb69b14 (current origin/master after rebase; earlier tip 44acc8a1bc / Zack's 16033e8c34 had already moved).

research_remaining_work_20260904.md is not on this tip, so it was not deleted.

• dogfood-journey.md — dated test(product): dogfood the installed model-free product #1281 journey log with no filename references; instruction was to list it, not delete it. Code mentions “dogfood journey” as a phrase, not this file.
• docs/plans/LEXICAL-ARTIFACT-SIZE-DECISION.md — 2026-09-13 measurement memo that records options and says no decision was made.
• docs/superpowers/plans/2026-06-29-tracedecay-followups.md — unchecked follow-up plan against old src/ paths, but it is not stamped superseded.
• docs/superpowers/plans/2026-08-01-test-support-features.md — still describes the live test-helpers feature convention.
• docs/superpowers/plans/2026-08-03-rust-library-maintenance-reduction.md — still marked queued behind the V2 landing wave.

• CLAUDE.md and root README.md were not touched (they do not mention NEXT.md). AGENTS.md was trimmed only to drop the NEXT.md clause.
• Numbered docs/plans/tracedecay-v2/ plans (00–40, README, RUST-METAPROGRAMMING.md) stay. 00-plan-set-index.md is still the roadmap, including plans that banner themselves as landed.
• CHANGELOG.md, SECURITY.md, CONTRIBUTING.md, CODE_OF_CONDUCT.md, docs/USER-GUIDE.md, and docs/dashboard.md were not edited. docs/V2-OPERATING-MODEL.md lost only the NEXT.md status sentence.
• Unreferenced but still descriptive product docs were not treated as dead: LCM payload/compression docs, memory-curation and self-improving contracts, rebrand policy, release automation, host integration notes, trust-decay, and similar.
• Three Rust comments still say NEXT.md (queries.rs clause 8, a markdown-outline example, a fact-merge test comment). They are historical comments, not doc links, and were left alone.

Test plan

• Filename search of root *.md and docs/**/*.md before deletion (snapshot.json ignored as a tree dump).
• After the edit, no remaining NEXT.md mention in Markdown.
• cargo nextest / clippy not run: documentation-only deletions and pointer trims.
• CHANGELOG not updated: no user-facing product change.

Parked for an owner decision, not closed. This PR deletes docs/plans/tracedecay-v2/NEXT.md, which the profile-managed skill tracedecay-v2-pr4-task1-domain-boundary names as its plan of record, and edits AGENTS.md and docs/V2-OPERATING-MODEL.md. 25 of its 26 target files are still on master, so the 9,526-line cleanup is real and unlanded. It needs a call on the plan-of-record file before a rebase is worth doing.
