📊 Coverage: Tests the panic scenario in both the start and serve functions of std.web. Uses std::panic::catch_unwind to assert the panic safely, and performs proper cleanup by calling the stop function to prevent test flakiness due to the global SERVER_RUNNING atomic boolean.
✨ Result: Improves the robustness of techscript_stdlib testing by closing a previously uncovered panic path for port binding failures.
