🎯 What: The issue addressed was an automated issue tracker misidentifying a codebase comment describing a language server feature ("Quick Fix") as a pending TODO item.
💡 Why: Modifying the terminology from "Quick Fix" to "Code Action" accurately describes the LSP concept while avoiding generic keywords that trigger false positives in project management integrations.
Verification: Verified by checking that cargo test -p techscript_lsp succeeds, validating that a new explicit test handling TSW1001 to mutate make to const passes, and confirming the issue description text is no longer present.
Result: The automated tools will no longer erroneously log this comment as a task, saving maintainer triage time while maintaining code clarity.

PR created automatically by Jules for task 13828280114445291679 started by @Tcode-Motion

Replaces the term "Quick Fix" with "Code Action" in `tools/lsp/src/lib.rs` to prevent automated issue trackers from incorrectly flagging the comment as an actionable TODO item. Additionally, adds a unit test to verify that the `make` to `const` quick fix functions correctly.
