Removed duplicated algorithm guidelines from CONTRIBUTING.md.

• Kept the algorithm requirements under a separate, appropriate heading.
• Removed redundant content from the pre-commit section.
• Retained the pre-commit installation and usage instructions.

This change improves the readability and organization of the contributing guidelines without modifying any algorithm implementations.
