Each DeepChat Agent may set `defaultOrchestrationPolicy` for new Sessions. The settings switch is
available only while Subagents are enabled; disabling Subagents retains the preference but initializes
new drafts to `explicit`. An unset preference also initializes to `explicit`. The draft can override
the default before creation, and subsequent Agent-default changes never rewrite existing Sessions.
Late configuration responses must not overwrite manual draft policy changes or another Agent's draft.
