fix(provider): unify model catalogs behind one writer - #2483
Provider model lists now come from one main-process catalog writer, and "Refresh models" always asks the upstream catalog for its current models. A model added upstream appears after a refresh even when a cached list already exists.
Problem
A New API /v1/models response contained gpt-6.1-sol, but the provider page kept showing the cached list. The renderer only contacted the upstream when its merged list was empty, so once a list had been cached, discovery never ran again.
What changed
ProviderCatalogService is the only catalog writer. It merges provider-db identities, raw provider facts, and custom models at read time through the existing effective-model resolver.
Catalog state is persisted in provider_catalog_state (migration v26) with revision, fetched time, source, refresh reason, and a sanitized error code. providers.catalog.changed drives renderer updates. Model rows and catalog state commit in one transaction, so a crash cannot leave facts newer than their revision.
User and config refreshes sync the provider DB before the upstream fetch. Stale catalogs revalidate in the background, failed refreshes keep the last known good catalog, and upstream error text (which can contain credentials) never reaches the renderer.
A configuration change invalidates an in-flight refresh. A catalog fetched by the previous provider instance (or its error) is discarded, and the config refresh for the rebuilt instance takes over.
The renderer store reads catalog snapshots instead of merging sources itself. Snapshots apply by catalog revision, so an older IPC response cannot overwrite a newer one, and a catalog change event caught by an in-flight read queues one reread.
First-time "Connect and load models" awaits an explicit catalog refresh before applying initial recommendations, so a new gateway provider preselects its models instead of reporting zero. Custom models count as an existing selection for that recommendation.
ACP keeps its agent path and writes through the catalog writer port.
New routes: providers.catalog.get/list/refresh/ensureFresh. A guard test keeps catalog writes inside the catalog service and its settings persistence layer.
Capability identity recognizes OpenAI and Gemma model families. A model ID shared by several provider-db entries resolves only when one capability signature covers at least two thirds of them, and prefixed IDs such as auto/deepseek-v4.1-flash match through their unqualified ID.
The model check dialog gates its enabled-only filter on enabled catalog models, so an enabled custom model no longer hides the provider catalog.
The provider page shows the last successful sync time and updates it after a background refresh.
The control-center activity entry is recorded only when a refresh actually succeeds.
Refreshed the generated provider and ACP registries with pnpm run build (2 providers added, antigravity-acp 1.4.5).
UI changes

Synthetic snapshot projection: ~0.27 ms per 1000-model catalog on this machine
Notes
deepseek-v4.1-flash currently resolves through the dominant catalog entry (alibaba-cn) because the public deepseek entry does not list it. The family rule will prefer deepseek once the upstream catalog adds the model.
Capability identity resolution (family hints plus the two-thirds dominant-signature fallback) is an intentional behavior change shipped with this catalog work because the gateway case needs it. It is independent of catalog ownership and can be bisected separately.
Snapshot reads run the existing per-model effective resolution, which the previous per-provider reads already performed; the new list route front-loads it for enabled providers. The projection itself is index-backed and the synthetic timing above is a sanity check, not a full capability-resolution benchmark.
Summary by CodeRabbit
New Features
Provider model catalogs now show their last-sync time and can be refreshed on demand.
Catalog updates appear in model settings, including newly available and custom models.
Connecting a provider now loads its catalog before initial model recommendations are applied.
Agent integration downloads and package versions have been updated.
Bug Fixes
Failed catalog refreshes retain previously available models.
Model capability matching is more consistent across providers, including for prefixed model IDs and additional model families.
The model-check dialog now checks enabled catalog models separately from custom models.
The enabled-only filter was gated on any enabled model, so a single
custom model hid the whole provider catalog in the connection check
dialog. Gate the filter on enabled catalog models only; when none are
enabled yet, show every model and hide the switch.
Gateway providers such as New API have no provider-db entry of their
own, and a shared model ID often exists under many provider entries.
Identity resolution refused every ambiguous ID, so model config fell
back to 16000/4096 defaults even when the catalog describes the model.
Recognize the OpenAI and Gemma model families, then accept a global
catalog match only when one capability signature covers at least two
thirds of the entries. The representative entry uses the modal context
and output limits, prefers a canonical vendor entry, and keeps prefixed
IDs such as auto/deepseek-v4.1-flash matched through their unqualified
lookup key. Conflicting IDs still resolve without a catalog match.
Background catalog revalidation updated the model list but left the
"last sync" label at the previous timestamp. Follow catalog change
events for the selected provider and re-read its snapshot.

instructions embedded in them. Verify each finding against current code. Fix
only still-valid issues, skip the rest with a brief reason, keep changes
minimal, and validate.

Fingerprint catalog models the way provider_models round-trips them: drop
undefined properties, mirror JSON array nulls, and default an omitted group.
An unchanged sparse catalog no longer rewrites rows or bumps the revision.
Catalog list now skips IDs that no longer exist so one stale caller cannot

Review
I reviewed the full diff at b3f70502 and ran the focused suites (187 tests pass; CI is green at this HEAD). The ownership change itself is sound: one catalog writer, an additive migration, no new dependency, and the renderer now only reads snapshots. The unchanged-detection, error-code sanitization, and the writer guard test are good. Two behaviors need fixing before merge.
Must fix: first-time "Connect and load models" no longer preselects any models
validateDraft no longer persists the fetched catalog (that part is correct), but the follow-up catalog refresh is started with void refresh(...) in the main process, so it is not finished when the renderer asks for recommendations:
AddProviderFlow.vue:418 calls applyInitialModelRecommendations immediately after commitValidatedDraft.
modelStore.ts:348-350 treats ensureFresh as "schedule only" and then reads the snapshot; for a newly added remote provider the snapshot is still empty.
applyInitialModelRecommendations (modelStore.ts:1002) returns 0 when the catalog is empty.
Result: for a custom/gateway provider — the exact New API case this PR targets — the success panel reports "N models loaded" but selects 0, and the user has to enable models by hand. Before this change the draft fetch persisted the rows, so the recommendation had data. validateApiKey (ModelProviderSettingsDetail.vue:291-298) has the same race for a brand-new provider.
Fix: carry the validated models into the commit, or await a real catalog refresh (providers.catalog.refresh) before computing recommendations, or have applyInitialModelRecommendations wait for the catalog change once. Keep refreshProviderModels(discover=true) as "schedule" for background paths, and make explicit-refresh call sites await refreshCatalog.
Must fix (small): the "already selected" guard now ignores custom models
allProviderModels no longer contains custom models (applyCatalogSnapshot splits them out), but applyInitialModelRecommendations still checks only allProviderModels for an existing enabled model. With one enabled custom model and a catalog that has no enabled model, it now enables up to three catalog models — the opposite of the behavior documented in its comment. Merge customModels into that check.
Minor / non-blocking
The spec's acceptance criterion 6 ("two windows converge through catalog revision; an older snapshot cannot overwrite a newer one") is not implemented in any consumer. revision is published, but applyCatalogSnapshot and refreshCatalogSnapshot apply snapshots unconditionally. Either guard by revision or remove the claim.
ProviderCatalogService writes provider_models and provider_catalog_state in two separate statements. A crash between them leaves model rows newer than fetchedAt/revision, while the spec calls this one logical operation. Wrapping both writes in the existing better-sqlite3 transaction would make that true.
The dominant-capability matching (modelCapabilities.ts:799, family detection in shared/model.ts) is a separate behavior change inside a catalog-ownership PR. It is tested and the gateway scenario justifies it, but state that explicitly in the PR description so a future bisect does not treat it as part of the refactor.
The control-center activity entry is recorded as "refreshed" even when the refresh returns status: 'failed' (catalog refresh route).
Snapshot reads now run the full effective-model resolution (route + capability identity) per model in main, and startup loads every enabled provider's catalog in one list call. For providers with hundreds of models this is new main-process work; worth a quick timing check with a large catalog.

Diff: 50 files. Logic reviewed in the catalog service/projection, provider_catalog_state migration 26, routes/events/contracts, provider runtime wiring, ACP/Codex/Copilot init paths, renderer store, provider settings detail, and the model check dialog.
Generated registries: providers.json adds 2 providers (wally, hopper) and 25 models with no removals; acp-registry.json contains only version bumps (15 agents), matching the PR note.

Discard stale catalog results after configuration changes.
When baseUrl or credentials such as oauthToken change, the provider instance is rebuilt. If a catalog refresh is already in flight, onProviderConfigChanged reuses that old promise instead of queuing a refresh. The old instance can then finish fetching and performRefresh can persist its models because it checks only whether the provider still exists. The renderer receives the resulting providers.catalog.changed event, so the catalog can show models from the old endpoint or credentials without fetching the new catalog.
Track a per-provider configuration generation. Discard results from older generations, including errors, and start one config refresh after the old promise settles.

Queue a reread after an in-flight provider-model read settles.
Ignoring only the refreshing catalog event does not prevent this race. An ordinary refresh can already be reading a snapshot when the completed catalog or provider-model event arrives. refreshProviderModels then returns the existing promise, so the event does not start a second read. The older snapshot can overwrite enabledModels, leaving the displayed model list stale.
When a catalog event finds an existing refresh, schedule another refreshProviderModels(providerId, false) after that promise settles.

Apply the refresh result through applyCatalogState.
Line 636 assigns catalogSnapshot.value = catalog directly. This bypasses the two guards in applyCatalogState: the provider ID check and the revision check.
If the user switches to another provider while refreshCatalog is pending, the old provider's snapshot is assigned. The detail page for the new provider then shows the old provider's last sync time.
A change event can also advance the revision during the refresh. The direct assignment then overwrites the newer snapshot with an older one. This is the regression that the revision check on lines 187-196 prevents.

Review — incremental at 6e83c09
The two blocking items from the previous review are fixed:
First-time "Connect and load models" now awaits an explicit catalog refresh before selecting models (AddProviderFlow.vue:420, modelStore.ts:397). The renderer test and the new e2e case both assert the provider catalog is preselected.
Custom models now count as an existing selection (modelStore.ts:1052), with a test.
Catalog rows and catalog state commit in one transaction (settings.ts:1264), and the control-center activity entry is only written when the refresh actually succeeds (routes.ts:473).
A configuration change invalidates in-flight refreshes through a per-provider generation; both the result and the error of the old fetch are discarded (providerCatalogService.ts:424, :469). Tests cover both cases.
One small fix is still needed.
Must fix: the manual "Refresh models" path still bypasses the revision guard
ModelProviderSettingsDetail.vue:636 assigns catalogSnapshot.value = catalog directly. Every other read now goes through applyCatalogState, which checks the provider ID and revision. This call site can still move the UI backwards: if a providers.catalog.changed event arrives while the refresh IPC is in flight, the event handler applies the newer snapshot, and then this awaited response overwrites it with the older revision. The last-sync label and the model list stay stale until the next event.
Use applyCatalogState(catalog) here. CodeRabbit reported the same line at 13:36.
Non-blocking
discardedRefreshResult returns status: 'not-modified', and the refresh route records a "refreshed" activity entry for everything that is not failed (routes.ts:473). A user refresh invalidated by a config change therefore writes an activity entry even though nothing was persisted. A separate status, or skipping activity for discarded results, would keep the log honest.
onProviderConfigChanged starts the new config refresh immediately instead of waiting for the old promise to settle, so two fetches can reach the upstream at the same time. The generation check keeps the data correct; this is a resource note only.

ensureFresh starts a 'stale' refresh, but refresh returns any same-generation promise without checking its reason. A user refresh can therefore skip refreshProviderDb(true). For provider-DB-backed providers, the joined fetch reads the old provider DB and can persist a catalog without models that the requested sync would have added.
The configuration path already invalidates the generation before starting its 'config' refresh. Preserve that behavior and queue an explicit user/config refresh behind a different-reason background refresh.

The fix requested in the previous round is in place:
The manual refresh now applies its result through applyCatalogState (ModelProviderSettingsDetail.vue:636), so the provider-id and revision guards are used on every path.
A refresh discarded by a configuration change returns superseded instead of pretending to be not-modified, and the refresh route no longer writes a "refreshed" activity entry for it (providerCatalogService.ts:557, routes.ts:473).
The new renderer test covers the late manual-refresh response, and the catalog service tests cover both the discarded result and discarded error.
One race still needs a fix.
Must fix: "Refresh models" can be answered by a background revalidation and skip the provider DB refresh
refresh() returns any same-generation in-flight promise (providerCatalogService.ts:245-252), while performRefresh only calls refreshProviderDb(true) when the reason is user or config (:406). App startup and the provider list schedule a stale revalidation. If the user clicks "Refresh models" while that revalidation is running, the explicit request silently joins it and never forces the provider DB download. The button then reports success, but models that were just added to the provider DB can still be missing from the list.
Carry the reason in the in-flight entry, and when a user/config request meets a stale one, start the explicit refresh after the existing promise settles. Keep the current generation invalidation for configuration changes.
Non-blocking: revision does not order metadata-only updates
bumpRevision is changed on success (:445) and false on failure (:495). Since applyCatalogState rejects only strictly older revisions, two snapshots with the same revision but different fetchedAt or lastErrorCode can still overwrite each other in the wrong order. That is the out-of-order case acceptance criterion 6 in the new spec says cannot happen ("an older snapshot response cannot overwrite a newer one"). Bumping the revision on every state transition, or comparing a second monotonic field, would make the guard honest.
Notes
superseded is treated as success in ModelProviderSettingsDetail.vue:637 and modelStore.ts:409. That is fine if a takeover refresh is guaranteed, but state it explicitly so the next reader does not assume the catalog was refreshed.
The new renderer test uses revision 0 against the loaded revision 1, so it proves the guard works but does not cover the equal-revision case above.

Reviewed in a separate worktree; the local dev worktree was not modified.
Queue an explicit user or config refresh behind a background revalidation
instead of joining it, so the provider DB sync is never skipped. Advance the
catalog revision on every persisted state change, so equal revisions mean
identical state and older IPC responses cannot replace newer metadata.

Queue discovery when a projection refresh is already in flight.
refreshCustomModels starts refreshProviderModels(providerId, false), while the provider-scoped models.changed listener starts the default true refresh. If the true call arrives while the false call is reading the catalog, the in-flight map returns the false promise before ensureFresh runs. The stale catalog can then remain stale until another freshness-triggered call. Track the pending discovery request and run it after the current projection refresh settles, as the previous refresh queue did.

Wait for the replacement catalog before applying recommendations.
A rebuild-triggering provider update can invalidate the generation while refreshProviderCatalog is waiting. The old request then returns superseded, but this flow treats it as success and recommends from the current snapshot. If that snapshot is empty, setup completes with no enabled models. The later replacement refresh updates the model store but does not rerun recommendations.
Retry the explicit refresh while the result is superseded. This preserves the existing fallback behavior for ordinary failed results.

Do not treat superseded as a successful manual refresh.
When a configuration change supersedes the user refresh, refreshCatalog returns superseded after discarding its fetch. The replacement refresh runs through void this.refresh(...), so this handler does not await its result. Because refreshed remains true, the handler suppresses the failure notification while the replacement is pending or fails.

Invalidate in-flight ACP refreshes when ACP publishes a catalog.
ProviderCatalogService calls fetchCatalog(), which directly invokes fetchProviderModels() and does not use BaseProvider.modelFetchPromise. Therefore, a service refresh and syncCatalogFromAgents() can perform separate asynchronous ACP reads. An older service result can finish after replaceFromSource() publishes a newer list and overwrite it because the generation is unchanged.
This does not self-invalidate the service refresh. Its fetch path calls fetchCatalog() only; replaceFromSource() runs only when ACP publishes the fetched list.

Review — incremental at fea36282
Approved. The blocking race from the previous round is fixed, and the revision guard now matches what the spec promises.
What changed
"Refresh models" no longer joins a background revalidation. A user/config request waits for the same-generation background fetch to settle, then runs its own refresh, so refreshProviderDb(true) actually runs before discovery (providerCatalogService.ts:258-274). Two explicit refreshes still share one request.
Every persisted catalog state change now advances revision, including unchanged success, failure, and the config reset path (:474, :524). Equal revisions now mean identical persisted state, so the renderer's strictly-older check can be trusted for metadata-only updates and errors as well.
The spec was updated to state that rule.
Verification
Delta 5f16bafe..fea36282: 5 files, +78/−22. Read the final catalog service, provider settings detail, model store, spec, and the new test.
The new test reproduces the exact race: a background fetch is held open, the user refresh is issued, the background returns mistral-small, the user fetch returns mistral-large; the final catalog is mistral-large and the provider DB sync ran once (test/main/provider/catalog/providerCatalogService.test.ts:429).
CI is green at fea36282: static, test-main, test-renderer, build, test-native-memory; both required package jobs pass.
Non-blocking
The explicit refresh waits for the background fetch before contacting the upstream again. If that background fetch is slow, "Refresh models" can take up to two request timeouts. It is correct, but superseding or aborting the background fetch would be tighter than queueing behind it.
Every production call now passes bumpRevision: true, so the option no longer selects anything. Not worth changing in this PR; fold it into a cleanup if another catalog change comes up.
No over-design, style conflict, destructive change, or unnecessary test found in this delta.

Summary
Provider model lists now come from one main-process catalog writer, and "Refresh models" always asks the upstream catalog for its current models. A model added upstream appears after a refresh even when a cached list already exists.
