Summary

Tags v0.0.19–v0.0.22 already exist and now have GitHub Releases; Latest is 0.0.22.
The publish workflow tagged and uploaded to PyPI but never created a Release, so the Releases page stayed on 0.0.18.
After a new tag is pushed, also create the matching GitHub Release.

Test plan

Releases page lists 0.0.22 as Latest
Next version bump creates a Release from this step
