feat: prepare frontend 1.7.0

Summary

• add the account portability workspace and import/export flows
• add format detection, capability-aware category selection and job progress
• add English and French interface localization with Weblate workflow support
• unify and speed up locale transitions, including the pinned-comment Pin icon
• prefer the original SABR audio track when available
• reduce SABR startup buffering and stabilize media transitions
• restore saved watch positions before SABR startup
• prepare Frontend version 1.7.0

Production behavior

The web client exposes the new portability workspace and keeps partial format support visible before an import or export starts.

Interface locale transitions are consistent across the application. The player and watch pages use the translation catalogs, and locale changes no longer use the slower transition timing.

Playback progress is restored before SABR startup, and the original audio track is selected when the stream exposes one.
