Node20 projects and relative TypeScript extension imports need TypeScript 5.9 configuration support. Pin TypeScript 5.9.3 with a public npm tarball URL and unchanged integrity, and add an end-to-end project-mode regression. Forward function capture analysis also rescans sibling declaration subtrees quadratically; collect references once per statement while retaining the eager/deferred capture contract.

Validation: frontend build/typecheck and all 794 tests in 52 files passed. A separate npm ci using an empty cache and the public registry, followed by another build, passed. The new closure regression counts checker lookups rather than asserting wall-clock speed. All listed local checks ran under the exclusive USVM build lock.

Extracted from local experiment source eb04d3be421b6276e17c2ba1cb0b5d00ab46075d onto neo 4251d202. USVM dependency pins and combined-source compatibility checks remain separate review steps. Frozen experiment artifacts are unchanged.
