- Opted into SteamOS beta?: yes

Please describe your issue in as much detail as possible:
My Steam Machine turns on the connected TV over HDMI-CEC every time the system wakes up, even though all HDMI-CEC related options are disabled in SteamOS settings.
This is especially problematic when using Remote Play. I want to wake the Steam Machine remotely and stream from it without turning on the TV connected to the machine.
Previously, with HDMI-CEC options disabled, waking the Steam Machine did not turn on the TV. On the current SteamOS / Steam Client beta versions, the TV is powered on anyway.
It looks like the setting responsible for powering on the TV when the Steam Machine wakes up is currently being ignored.
Expected behavior:
When all HDMI-CEC options are disabled, waking the Steam Machine should not send a CEC command that powers on the TV.
Actual behavior:
The TV turns on every time the Steam Machine wakes up, including when the machine is woken remotely for Remote Play.
Steps for reproducing this issue:
- Disable all HDMI-CEC related options in SteamOS settings.
- Put the Steam Machine to sleep.
- Wake the Steam Machine, for example by connecting to it using Remote Play.
- Observe that the connected TV powers on despite HDMI-CEC being disabled.
