This PR patches .github/workflows/update-changelog.yml, which no longer exists on main. It was deleted deliberately in 8a755f4 ("Mark EquityStack as Stable; fix stale community links"), following MAINTENANCE.md rule 4: a Stable repository "does not need a changelog generator, a test matrix, or a lint job."

stefanzweifel/git-auto-commit-action is no longer used anywhere in this repository, so the bump has nothing to apply to. The two bumps that did apply to the surviving python-tests.yml workflow, #16 and #17, have been merged.
