Adds the community files vgv-wingspan ships. This complements #9, which adds CODEOWNERS, the templates and Dependabot.
CONTRIBUTING.md, adapted to this plugin: the FFCA reference as the single source of truth, the validator workflow and fixtures, thedescriptionandwhen_to_usefrontmatter, and a note that PR titles must follow conventional commits because squash merges now use the PR title.SECURITY.md, scoped to the hook, the validator and the manifests. It points at private vulnerability reporting, which is now enabled on the repo.CODE_OF_CONDUCT.md, copied from Wingspan.frontmatterandpasteableadded to the cspell dictionary.CONTRIBUTING.mdlinks to.github/PULL_REQUEST_TEMPLATE.md, which lands in #9, so merge #9 first.Type of Change
