./ prefix for the local action
Repository-local actions must use a path beginning with ./; $/.github/actions/pre-commit-setup cannot resolve the checked-out .github/actions/pre-commit-setup/action.yml. Consequently, every push or pull-request run stops at this setup step before any pre-commit checks execute.
