GitHub Actions requires repository-local actions to use a path beginning with ./. With $/.github/actions/pre-commit-setup, this step no longer references the existing .github/actions/pre-commit-setup/action.yml and the workflow is rejected before the pre-commit job can run on pushes or pull requests. Change the value back to ./.github/actions/pre-commit-setup.
