- 反转 assistAlreadyFixedCheck 调用顺序：localJudge 轻量预判先行， 不可靠或不认为已修复时才走 brain.recheckAlreadyFixed 全量分析 - adviseOnStuckProgress 接入 FixToolLoop 停滞提醒： 无进展时向 localJudge 请求转向建议并注入提醒消息 - reassessSemanticIdentity 接入 Runner stale finding 路径： 行号漂移导致 key 不匹配时，尝试匹配同文件历史 ignore 决策 - localJudge 透传链：Runner → MaintainerActor → FixToolLoop - 扩充 maintainer-llm-judge 测试至 20 个用例（覆盖全部 5 个方法）
