Summary

• Import the frozen public.3 archive, unpacked package and historical receipt without changing its bytes.
• Publish a separate public.3-derived public.4 source-preview archive with CPython 3.11 compatibility corrections. The older public.2-derived public.4-candidate.1 remains unpublished and unchanged.
• Update the README and public site to the current package, explain the Bronze → Silver → owner decision → Gold gate, and mention the owner-private guided walkthrough without publishing its URL.
• Preserve the all-rights-reserved license, historical releases, and local/manual/unverified distinctions.

Verification

• Windows CPython 3.11.15 and 3.14.5: fresh virtual environments, manifest checks, synthetic demo, fresh-process continuation, 91 packaged tests and 8 repository tests on each.
• Current public.4 ZIP SHA-256: 00567ec22a85971f588d6837f9acffd3b875af53b15dff0328e102c827e9ed14. Frozen public.3 ZIP SHA-256: 5fd48062e579e4f15c712e82b4abbf3592cac81566c7a1550102babca836d079.
• Existing full Windows 3.14.5 candidate validator passed on the integrated source before the final disclosure-only wording edit: 86 historical-candidate packaged tests, 8 repository tests and 181 current local links. Final targeted tests and boundary scan passed after that edit.
• The owner-private Site build/check passed locally: 23 unchanged source entries, 7 pages, 95 local links/assets, both download hashes. Deployment follows the public-repo integration.

Boundaries

• Hosted CI has not run for public.4; the existing workflow validates the separate historical candidate. Report the exact PR/main run result separately.
• This implementer did not supply independent H3 for the new release. The synthetic demo leaves owner decision pending and Gold unapplied.
• No pricing, commercial license or support claim is added.
