PEP 517 isolated builds with setuptools 70.1+ no longer need a separate wheel build dependency. Raise the setuptools floor from 50 to 70.1.0 and drop wheel from pyproject.toml. Fixes aboutcode-org#132 Signed-off-by: Nishant <nishanttgithub@gmail.com>

Fixes #132
pyproject.toml still required setuptools >= 50 (2020) and a separate
wheel build dependency. setuptools 70.1.0+ vendors the wheel backend,
so wheel is no longer needed for PEP 517 isolated builds.
Changes:
Verified locally:
in the isolated build env (no wheel package)
Runtime dependencies are unchanged.
