Summary
Fix Maven Central publication with Maven 3.10.0 by upgrading the publishing plugin to 0.12.0. The plugin removes local repository metadata from the upload bundle; 0.11.0 left it in place, causing Central to reject the release.
Change the release dry run to use
skipUpload, which builds the actual bundle without uploading. Check that the ZIP contains every public module's POM and library JARs, and excludes local metadata, examples, and conformance tools.No SDK API, version, Jackson dependency, or signing configuration changes.
