Shutdown the OS the Instance state is still Running #11816
Description
problem
If I poweroff the VM from the Operating system (Hypervisor is KVM the OS is Ubuntu or Windows) the State not changed and stay on Running. I should click on Stop Instance to change State.

The steps to reproduce the bug
- Poweroff the Ubuntu 24.04 from the Terminal of the OS/ or Windows from Start menu.
- After it has already powered off the State in the ACS UI is still Running
- I should click on Stop Instance in the UI to change the State to Sopped
...
What to do about it?

It takes about three minutes for CloudStack to update the VM state.
