[Bug][UI] Unable to create team with on-prem devtools platform #8831

- I had searched in the issues and found no similar issues.
What happened
I have an on-premise environment, with gitlab ultimate & jira data center.
In the onboarding page (where teams are created) there is only an option to connect to gitlab.com and it cannot be customised to the user needs.
What do you expect to happen
- create a page for team management, like projects (projects can be related to several teams)
- customised devtools products endpoints everywhere that includes a connection to them.
How to reproduce
Just try to connect to a different gitlab url in the initial onboarding page.

Hi @albusshirazi! I'm Dosu and I’m helping the incubator-devlake team.
The onboarding flow currently uses hardcoded cloud endpoints (e.g.,
https://gitlab.com/api/v4/) and is intentionally designed for cloud SaaS instances [1]. The UI actually includes a note directing self-managed users to skip onboarding:Workaround: You can bypass the team onboarding entirely and go directly to the Data Connections page, where custom endpoints for on-prem GitLab and Jira are fully supported [3] [4].
Regarding team management — there's an open PR #8806 for a team and user management UI feature, which may address part of your first request about a dedicated team management page.

I think this PR might solve my current situation - when will it be fixed? Is it in the roadmap? PR #8806
Are you planning on expanding the onboarding process for on-prem usecases?
